• Late submissions will generally not be considered, unless received before award and not unduly delaying the acquisition.

• Evaluation will be based on Technical Acceptability and Price.

• Technical Acceptability will be evaluated as 'acceptable' or 'unacceptable' based on the offeror's ability to provide new manufactured commercial items.

• Invoicing instructions are provided, including the requirement for "FAST PAY" on invoices for prompt payment.

• While it is anticipated that the award may be made on a sole source basis to Rockwell Collins, all responsible sources may submit a capability statement or quotation.

• The document incorporates numerous FAR and HSAR clauses by reference, including those related to security, prohibitions, and sustainable products.

• Offerors are cautioned that some provisions require completion and submission with their quotation or offer.

Justification for Other Than Full and Open Competition

This document justifies a sole-source procurement for Flight Management System (FMS) Nav Database subscriptions for the U.S. Coast Guard's HC144 aircraft. The software subscriptions are essential for eliminating runway errors and flight path intrusions.

• Software subscriptions are updated 13 times per year.

• The procurement is restricted to Rockwell Collins, INC, the Original Equipment Manufacturer (OEM), as they own the rights to the technical data and software updates.
