Scope of Work
The contractor shall provide a Navigational Database subscription service for aeronautical navigation software compatible with the E-2D AHE FMS. Key requirements include:
- Database subscription updates on a 28-day cycle in Aeronautical Information Regulation and Control (AIRAC) format.
- Electronic delivery of operational database.
- Provision of a copy of delivered data (USN3) to the Navy (PMA-231 and NAWCAD Core Avionics Engineering Division) with each cyclic delivery.
- Compliance with DO-200C "Standards for Processing Aeronautical Data."
- Possession of a Letter of Acceptance (LoA) Type 2 issued by the Federal Aviation Administration (FAA).
- Adherence to quality feedback reporting as outlined by DO-200C and reporting of internal quality issues or non-compliances to the Navy as required by the Contractor's LoA Type 2.

Sole-Source Justification
This acquisition is being pursued on a sole-source basis under the statutory authority of Title 10, U.S.C. Section 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Jeppesen is identified as the sole developer and owner of the required Flight Management System Navigation Database software and the only vendor capable of providing the subscriptions. A determination by the Government not to compete this effort is solely within the discretion of the Government.
