Scope of Work

Justification & Award Details
This contract was awarded as a sole source to BYDS, LLC, under Other Than Full and Open Competition (FAR 6.302-1). Market research, including a Sources Sought/RFI on SAM.gov, identified BYDS as the only vendor meeting all "Must" criteria, specifically the ability to modify and enhance their core product. BYDS possesses unique knowledge of the NEO and DoD Core source code, which is essential for FLITES development and sustainment. Awarding to any other source would result in substantial duplication of cost and schedule delays. The contracting officer expects to determine the cost fair and reasonable based on historical data and technical analysis.
Additional Notes
The FLITES program is currently in Limited Deployment and is scheduled to become the system of record by April 2026. The Government acts as the System Integrator (SI) for the FLITES program. The Government plans to reduce technical support resources over time through contract evolution and transition to Government resources or other support contractors. The Government may consider separating license requirements in the future to encourage broader competition.
