This document is a mandatory form that potential bidders or their personnel may be required to sign if they are granted access to sensitive information as part of the opportunity. Solicitation / RFP / RFQ

This solicitation is for a Single Firm Fixed Price Contract for Flood Mitigation and Site Improvements at the Federal Law Enforcement Training Center in Glynco, GA. The acquisition is an 8(a) competitive acquisition. The government will use a "Best Suited Then Negotiate" strategy and FAR 15.404 for price negotiation. The estimated construction magnitude is between $5,000,000 and $10,000,000.00.

• Construction of a 4,231 linear foot low crested cantilever steel sheet pile floodwall with a reinforced concrete cap around the perimeter of the site.

• The floodwall will enclose the existing wastewater lift station and be constructed to an elevation of +13.5 ft NAVD88.

• Includes an option line item for the construction of a new parking lot and associated stormwater drainage system.

• The contractor is responsible for providing flood protection to existing buildings using temporary flood barriers (Aqua Dams) and maintaining them during hurricane season.

• All work must be completed in accordance with the project SOW, specifications, and drawings.

• Contract Type: Single Firm Fixed Price

• Period of Performance: Not to exceed 365 calendar days after issuance of Notice to Proceed.

• Estimated Construction Magnitude: $5,000,000 - $10,000,000.00

• Proposal Submission: Electronic submission via Adobe PDF format (excluding bid schedule documentation in Excel). Separate files for price proposal and technical information.

• Proposal Due Date and Time: July 1, 2026, by 02:00 P.M. (E.T.).

• Site Visit: Scheduled for June 10, 2026, at 10:00 am at FLETC Building 200. Attendees must report to the commercial gate 30 minutes prior. Badge applications are due by June 8, 2026.

• Evaluation Criteria: Non-Cost Factors (Past Performance, Corporate Relevant Experience, Logistics and Scheduling) are of equal importance to Cost Factor (Price). Past Performance must be rated at least 'Satisfactory'.

• This is an 8(a) competitive acquisition.
