Statement of Work (SOW)

To renovate interior areas of Building No. 3, located at Window Rock, Arizona, by removing existing carpet and installing new approved laminated flooring on the DOJ side of the building.

• Remove existing carpet and padding throughout the building.

• Inspect and prepare the subfloor, ensuring it is flat, level, clean, and dry.

• Install new underlayment and approved laminated flooring, including new floor base and door casing.

• Remove old wood floor base, molding, and door casings as needed for preparation.

• Install 1/2 or 1/4 round from baseboard with matching paint and caulking.

• Materials, preparation, and workmanship must conform to the SOW and the latest editions of the North American Laminated Flooring Association (NALFA) and American National Standards Institute (ANSI) standards.

• Contractor must have a minimum of five (5) years of proven satisfactory experience.

• Qualified subcontractors employing skilled and certified installers are required.

• Laminate flooring must be AC3 Rating, Heavy Traffic activity level, 12 mm thick, and water-resistant, meeting NALFA's LF-01-2003 standard and ANSI-accredited testing.

• Submit manufacturer's certification for fire code compliance.

• Submit a list of available laminate flooring types and patterns for selection.

• All laminate flooring and related materials must be provided by a single manufacturer.

• Provide manufacturer's laminate floor cleaning guide/instructions.

• Work will occur within the west half of Building No. 3, occupied by Navajo Nation Division of Justice Services (NNDOJ) staff.

• No work is scheduled for the Bureau of Indian Education (BIE) side.

• Exercise precautions to prevent damage to interior and exterior surfaces due to the building's historic eligibility.

• Laminate planks must acclimate for at least 48 hours before installation.

• No laminate flooring cutting inside the building during installation.

• Ensure adequate ventilation, heating, and lighting during finishing.

• Protect finished surfaces from condensation and contamination.

• Remove all waste materials and keep the area clean.

• Comply with workplace safety regulations for storage of hazardous materials.

• Surplus materials are to be delivered to the Navajo Nation maintenance staff upon completion.
