This is a combined synopsis/solicitation for commercial items, specifically for one (1) ELECTROMAGNETIC FLOWMETER (NSN 6680-01-724-1130) required by the U.S. Coast Guard Surface Forces Logistics Center. The procurement is conducted on a brand name basis, exclusively for products manufactured by ABB Motors and Mechanical Inc. (Baldor-Reliance brand).

• Item: 1 x FLOWMETER, ELECTROMAGNETIC (NSN 6680-01-724-1130)

• Brand Name: Only products manufactured by ABB Motors and Mechanical Inc. will be accepted.

• OEM Authorization: Vendors must provide a letter from the Original Equipment Manufacturer (OEM) stating they are an authorized distributor/re-seller. Failure to do so will result in the offer being deemed non-responsive.

• Delivery: Required by 07/12/26.

• Preservation, Packaging & Marking: Shall be in accordance with MIL-STD-2073-1E METHOD 10, & MIL-STD-129R. Each motor must be individually packaged in its own wooden crate, wrapped in clear plastic with desiccant, and secured to prevent shifting. Crates must protect against damage during commercial carrier shipment. Specific U.S. Coast Guard approved labeling is required.

• Shipping: FOB DESTINATION REQUIRED to USCG SURFACE FORCES LOGISTICS CENTER, 2401 HAWKINS POINT ROAD, BALTIMORE, MD 21226.

• Contract Type: Anticipated award is a purchase order.

• Payment Terms: NET 30, in accordance with FAR 52.232-25 Prompt Payment.

• Quote Due Date: 06/17/26 by 11 AM EST.

• Evaluation Criteria:

  1. Technical Acceptability: Includes brand name compliance (Baldor-Reliance), OEM authorization letter, packaging/marking compliance, and ability to meet delivery schedule.
  2. Price: Fairness and reasonableness. Total evaluated price includes shipping; separate shipping line items will not be considered.
  3. Past Performance: May be considered if available and relevant.
  4. Responsibility: Active SAM.gov registration required prior to award; vendor must not be debarred or suspended.

• Submission: Quotes must state that requirements can be met. If unable to meet the required delivery date, indicate the earliest possible delivery date.

• Invoicing must be processed through https://www.ipp.gov. A copy of the invoice must also be sent to Jermaine.T.Perkins@uscg.mil. Invoices for this Purchase Order are to be submitted as Non-PO in IPP.
