Purpose & Scope
AETC/A9 requires a secure, web-based, probabilistic analytical tool to model and analyze its aircrew training programs, such as Undergraduate Pilot Training (UPT) and Pilot Instructor Training (PIT). The system must integrate data from multiple sources, perform advanced modeling, and support decision-making. Key capabilities sought include:
- Development and sustainment of a probabilistic analytical tool tailored to AETC's flying training.
- Integration with the DAF Data Fabric, including the Envision platform.
- Web-based interface with CAC authentication and dashboard visualization.
- Support for "what-if" scenario analyses (resource allocation, syllabus changes, fleet transitions).
- Fuel consumption analysis and energy savings evaluation for SAF-IE.
- Provision of training, documentation, and helpdesk support. A Draft Performance Work Statement (PWS) provides further details on desired outcomes and operational challenges, including specific performance standards for system modifications, scenario analysis, and customer support.
Current Challenges
AETC currently lacks high-fidelity, probabilistic modeling tools integrated with the DAF Data Fabric, hindering comprehensive analysis of resource allocation and training syllabus changes. There is also a need to evaluate fuel consumption metrics for SAF-IE objectives.
Information Sought
Respondents should address their experience in developing probabilistic modeling tools for military/aviation, integration with DAF Data Fabric/Envision, data security/DoD cybersecurity compliance, training/sustainment support, scalability, adaptability to future changes, foreseen risks/mitigation, and any innovative approaches.
Response Instructions & Deadlines
Capability Statements, not exceeding 5 pages (excluding cover/executive summary), must be submitted electronically to jackson.hager@us.af.mil by March 6, 2026, 1200 CST. Submissions should be in Microsoft Word or PDF format and include sections on company information, executive summary, technical capabilities, past performance, security/compliance, and additional information. Questions regarding this RFI are due by February 26, 2026.
Place of Performance
The primary place of performance is the contractor's facility (Addison, TX), with potential travel to various Air Force bases.
