FMC Butner - Medical Bed Rental/Lease

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide medical bedding/surfaces and related equipment for patients at the Federal Correctional Complex (FCC) Butner, North Carolina, for the purpose of pressure ulceration prevention and healing.

• Provide a variety of low air loss therapy mattresses with alternating therapy, rotational therapy, fluidized therapy, and external pumps for air flow maintenance. Bariatric low air loss therapy devices may be necessary.

• Provide a variety of frames for surfaces (e.g., High-Low, built-in scales, bariatric).

• Provide optional equipment like trapeze when necessary and approved by the Contracting Officer Representative (COR).

• Provide safety bed enclosures/canopy.

• Provide maintenance and repair of rented equipment.

• Provide terminal cleaning of rented equipment.

• Provide staff education, including in-services on rented equipment. For new systems, provide three separate training sessions over one month to ensure medical staff competency.

• Upon award, selected vendor must bring products for review by FCC Butner clinical staff.

• Assign specific staff to FCC Butner, maintaining consistent staff patterns.

• Deliveries to be made once per day during regular duty hours (7:30 a.m. - 4:00 p.m., Monday through Friday).

• Turnaround time for delivery of products must be no more than 24 hours after request.

• Evaluation of performance will be conducted by the Health Services Administrator (HSA).

• Contractor shall not supervise incarcerated Adults in Custody (AIC) or BOP staff, perform direct AIC assessment, participate in AIC accountability, purchase supplies/equipment, formulate policies/procedures, attend meetings, staff recalls, or staff functions.

• Place of Performance: Medical Administration Offices, Federal Correctional Complex Butner, Old NC Highway 75, Butner, NC 27509.

• Performance Periods:

  • Base Period: Effective Date of Award (EDOA) through 12 months from EDOA.
  • Option Period 1: 13 months from EDOA through 24 months from EDOA.
  • Option Period 2: 25 months from EDOA through 36 months from EDOA.
  • Option Period 3: 37 months from EDOA through 48 months from EDOA.
  • Option Period 4: 49 months from EDOA through 60 months from EDOA.

• Contractor must have thorough knowledge of medical bedding for setup and delivery, and for providing in-service and maintenance.

• Contractor personnel must pass a drug screening and law enforcement agency background check.

• Government reserves the right to restrict employment of any contract employee identified as a potential threat.

• Contractor personnel shall wear a visible identification badge, shirts, and closed shoes at all times. Military uniforms, camouflage clothing, or military insignia are prohibited.

• Contractor shall obtain all necessary access cards, passes, decals, or other items for FCC Butner access.

• Personnel operating vehicles must be licensed drivers, and vehicles must be licensed and insured.

• Contractor shall comply with Federal, State, and local environmental regulations.

• Contractor must secure equipment and immediately notify FCC Safety Office, Contracting Officer, and QAP of any serious or hazardous conditions found in liquid oxygen tanks.

• Supplies, equipment, and machines must be kept out of traffic lanes or areas that might create a public hazard.

• Contractor's invoice must include: Dates of Service, Number of devices, Monthly rental/lease amounts, and Total dollar amount for the month.

Market Research Questionnaire / Sources Sought

This document is a Sources Sought announcement, not a solicitation. The Federal Bureau of Prisons (BOP) is conducting market research to gather information for the potential procurement of Medical Bedding-Rental services (Supply, Rental, Maintenance, Repair) for the Federal Correctional Complex (FCC) in Butner, North Carolina. The information collected will help determine the formation and set-aside status of a future solicitation.

The contractor will be required to provide a variety of medical bedding (surfaces) for rental/lease to inmate patients for pressure ulcer prevention and healing. Services include delivery, setup, in-service, and maintenance of the rented equipment. The contract is anticipated to be for a base year and four 12-month option years.

• Equipment: New equipment only, including items such as Platinum 6000 Low Air Loss therapeutic support surface, Posey 8070 Stay Safe Enclosure Bed, and Evolution Fall Prevention Beds. All items must be covered by the manufacturer's warranty.

• Shipping: Free on board (FOB) destination CONUS.

• Personnel: Staff must be provided for delivery, setup, removal, and repair.

• Insurance: Specific insurance requirements are outlined (Workers' Compensation, General Liability, Automobile Liability).

• Security: All individuals providing services must undergo a security clearance investigation, which may take 30 calendar days or longer.

• Contract Type: Firm fixed unit prices (daily rental rates).

• Period of Performance: One 12-month base year with four 12-month option years (total of 5 years).

• Location: FCC Butner, Old NC Highway 75, Butner, NC 27509.
