Evaluation Factors
Quotes will be evaluated based on three factors, listed in descending order of equal importance:
- Technical Capabilities and Approach (Volume I): Rated as Acceptable/Unacceptable. An "Acceptable" rating is required.
- Past Performance (Volume II): Assesses probability of successful performance based on recent and relevant records. Relevancy and confidence levels (Substantial, Satisfactory, Neutral, Limited, No Confidence) will be determined. A rating other than "Limited Confidence" or "No Confidence" is required.
- Price (Volume III): A price evaluation will be conducted. Non-cost factors (Technical and Past Performance) are collectively more important than cost; however, cost becomes a more significant factor when offerors receive similar ratings for other factors. Award will be made to the offeror representing the best value to the Government.
