This Request for Quotation (RFQ) is for Foreign Military Sales (FMS) repair services for a COMPUTER, FLIGHT CONTROL (NSN: 6615015825365, PN: 449-005-100-105). NAVSUP Weapon Systems Support (NAVSUP WSS) requests quotes including either a firm-fixed price or not-to-exceed (NTE) pricing, as well as estimated repair costs.

• Repair of COMPUTER, FLIGHT CONTROL.

• Repair work must meet operational and functional requirements as represented by the Cage Code (04597) and reference number.

• Packaging and marking must comply with "BEST STANDARD COMMERCIAL PACKAGING FOR OVERSEAS SHIPMENT."

• Material supplied must be mercury-free and free from mercury contamination.

• Configuration management and controls are required.

• Specific requirements for preservation, packaging, packing, and marking are detailed, including provisions for electrostatic discharge protection and hazardous materials.

• Unique item identification and valuation are required for delivered items.

• Contract type is anticipated to be Firm Fixed Price.

• Period of performance is for a one-year induction period from the date of order.

• Quotations are due by Close of Business on January 28, 2026.

• Evaluation will include inspection, disassembly, and tests to determine the extent of labor and material needed for repair.

• Pricing will be evaluated to determine the lowest overall cost to the Government.

• The RFQ is not a set-aside.

• Not a small business set-aside.

• This RFQ is not an order.

• The Government is not responsible for any contract delay or disruption due to misclassification of an Engineering Change Proposal (ECP).

• Requests for Variance (RFV) must be submitted and approved.

• Hazardous Material Identification and Material Safety Data must be submitted.

• Commercial Asset Visibility Repairables Portal (CAV RP) reporting is required.

Solicitation / RFP / RFQ

This is a notice of intent to solicit on a sole source basis with PUI (CAGE: 04597) for the repair of a Flight Control Computer (NIIN: 015825365, Part Number: 449-005-100-105) for the H-1 aircraft. PUI is the Original Equipment Manufacturer (OEM) and the only known source for this repair, as the government does not own the necessary data.

• No drawings/data available.

• Source Approval Statement applies; firms not approved must submit a Source Approval Request (SAR), but procurement will not be delayed for SAR approval.

• UID requirements will apply.

• Buy American Clauses will apply.

• Contract Duration: 1 year.

• Anticipated award date: March 2026.

• This is not a request for competitive proposals, but all proposals received within 45 days of this synopsis date will be considered.

• Information received will be used to determine if a competitive procurement will be conducted.

• The government intends to acquire these supplies using FAR Part 15 procedures, not FAR Part 12 (Acquisition of Commercial Items).

• Interested persons may identify their interest and capability to satisfy the requirement with a commercial item within 15 days of this notice.

• All responsible sources may submit a capability statement, proposal, or quotation.

• This procurement is not a Total Small Business Set-Aside.

• The government intends to negotiate with only one responsible source (10 U.S.C. 2304(c)(1), FAR 6.302).
