Quick Summary
The Department of Justice (DOJ), U.S. Marshals Service (USMS), intends to issue a Federal Supply Schedule (FSS) sole source justification to Casepoint LLC for FOIA Case Management IT System Support. This requirement is for a commercially available enterprise Software-as-a-Service (SaaS) application to manage Freedom of Information Act (FOIA) cases. The government has identified Casepoint LLC as the only source capable of meeting critical operational continuity, migration, cybersecurity, interoperability, and mission support requirements without unacceptable disruption or transition risk. Capability statements from interested parties are due by June 10, 2026.
Scope of Work
The required solution must provide a FOIA case management IT application system with specific capabilities:
- Proprietary FOIAXpress migration capability.
- Preservation of existing FOIA metadata, workflow structures, and audit histories.
- Operational continuity within the existing FOIA processing environment.
- FedRAMP High operational maturity and DOJ-compatible security.
- Compatibility with existing FOIA workflows and reporting structures.
- Avoidance of substantial redevelopment, retraining, and transition risk. This system is critical for ongoing FOIA request processing, statutory response timelines, litigation support, records retention, and continuity of FOIA operations.

Evaluation
This is not a request for competitive proposals. However, the Government will consider technical data and cost information from any interested parties to determine their capability to provide the same service. Responses will be used solely to determine whether to conduct a competitive procurement. The Government reserves the right to proceed with a FSS sole source award if no viable alternatives are identified that can meet the requirements without significant redevelopment, cybersecurity reassessment, or interruption to FOIA operations.
