• Contract Type: Firm-Fixed-Price (FFP) Purchase Order.

• Period of Performance: Base year plus four (4) option years. Specific start and end dates to be determined at award.

• Pricing must be in Firm Fixed-Price (FFP) format.

• This requirement is set-aside 100% for Indian Small Business Economic Enterprises (ISBEEs).

• NAICS Code: 311999, All Other Miscellaneous Food Manufacturing, with a Small Business size standard of 700 employees.

• Questions related to the requirement must be submitted by 5:00 PM MST, April 17, 2026.

This document is the "Indian Affairs Indian Economic Enterprise Representation Form." It requires offerors to self-certify that they meet the definition of an "Indian Economic Enterprise (IEE)" as defined in the Department of the Interior Acquisition Regulation (DIAR) Part 1480, "Acquisitions Under the Buy Indian Act."

• Offerors must provide the Solicitation/Sources Sought/RFI Number, Project Title, and Date of Form Submission.

• The form requires the Name of Federally Recognized Tribal Entity, Legal Business Name, and Unique Entity ID (UEI).

• It also requires the Name of the 51% (or greater) Owner of the IEE Firm, Certifying Signature, and Printed Name.

• Bidders must complete and submit this form to represent their eligibility as an Indian Economic Enterprise.

• The enterprise must meet the IEE requirements at the time of offer, contract award, and throughout the contract term.

Statement of Work (SOW)

To provide food items for the District III Detention Facilities to ensure menu items referenced in Appendix 1 can be fulfilled.

• Provide all necessary food items, including but not limited to: meats, fruits, vegetables, breads, bakery items, condiments, seasonings, beverages, non-perishables, dry goods, pastas, and other non-food items.

• Deliveries once per week to designated receiving areas.

• All products must meet USDA and FDA food safety standards.

• Items must be transported in clean, temperature-controlled vehicles.

• Packing slips and invoices must accompany each delivery.

• Substitutions require prior approval.

• Food items must be fresh, undamaged, and within manufacturer expiration dates.

• Meals include breakfast, lunch, dinner, and a snack.

• Approximately 5,500 meals served per month.

• Base Year: 12 months from date of award

• Only individuals listed in Section 12 or a Warranted Contracting Officer can place orders.
