Scope of Work

Services include providing food, non-alcoholic beverages, and other items, with a focus on fresh, organic products, waste reduction, and sustainable sourcing. Offerings must include diverse options (vegetarian, vegan, healthy) and comply with FDA Food Code and USDA FSIS regulations. Operational hours for the Vault Café are Monday-Friday, 7 a.m. - 4 p.m.
Contract Details
- Contract Type: Nil-Fixed Price with prospective price redetermination (subsidy only).
- Period of Performance: One (1) Base Year (October 1, 2026 – September 30, 2027) and four (4) 12-month option years. An option to extend services for up to six months (FAR 52.217-8) is also included.
- Set-Aside: Unrestricted.

Submission & Evaluation
Proposals must be submitted electronically via email. Evaluation factors include Technical (most important), Past Performance, and Pricing. Technical and Past Performance combined are significantly more important than Pricing. Proposals rated "Unacceptable" or "Fail" for Past Performance will be ineligible for award. Offerors must complete the 'Atch 2 Summary TEP' tab for proposed subsidies and provide supporting income statements.
Special Requirements & Deliverables
The contractor must adhere to strict performance standards for nutritional value, food safety, customer satisfaction (target ≥90%), and operational efficiency. Requirements include compliance with Section 508, use of "Green" disposable products, participation in recycling/composting, and contractor responsibility for cleaning and maintenance. Key personnel include a Contractor Site Manager and Supervisors. Personnel require a Moderate Risk Level (Tier 2) investigation. Deliverables include menus, POS system, monthly operating statements, sales reports, HACCP plan, and a Quality Control Plan.
