Quick Summary

The Federal Bureau of Investigation (FBI) is soliciting proposals for Food Services at its J. Edgar Hoover (JEH) Headquarters Building in Washington, D.C., with potential for expansion within the National Capital Region (NCR). This is a no-cost hybrid contract where the contractor generates revenue from sales, with an award-fee component and a cost-type element for minor equipment repair. The Randolph-Sheppard Act applies, affording priority to qualified blind vendors. Proposals are due June 8, 2026.

Scope of Work

The contractor will establish, manage, and operate food services for approximately 4,000 occupants (Federal Government employees and supporting contractors) at the JEH building. This includes a large cafeteria (33,872 sq ft) with food preparation, storage, and dining areas, an embedded Dunkin Donuts Cafe, and a standalone Starbucks Cafe. Services are cafeteria-style, requiring the contractor to operate incumbent services and enter into new licensing agreements with franchised businesses. The Government will provide space and utilities.

Contract Details

  • Contract Type: Hybrid (Firm Fixed Price with award-fee, and a cost-type element for minor equipment repair/replacement up to $30,000 annually).
  • Payment: No direct payment from the Government; revenue derived solely from food service sales.
  • Period of Performance: A one-year base period (August 13, 2026 - August 12, 2027) with four one-year option periods, extending through August 12, 2031.
  • Key Requirements: Maintain high standards for food quality, sanitation (FDA Food Code), customer service, and menu variety (including healthy, special dietary options, and weekly electronic menus). Operate during specified hours (Starbucks/Dunkin: 6 AM - 4 PM; Cafeteria: 7 AM - 2 PM, weekdays). Provide monthly financial and weekly staffing reports.
  • Set-Aside: Full and open competitive basis, with priority afforded to qualified blind vendors licensed by the DC Rehabilitation Services Administration under the Randolph-Sheppard Act.
  • NAICS Code: 722310 (Food Service Contractors).

Submission & Evaluation

Proposals must be submitted via email by June 8, 2026, at 12:00 PM EST to CO McKenzie Bucher (mpbucher@fbi.gov) and CS Tom Teets (twteets@fbi.gov). Submissions require five separate volumes: Technical Approach, Management Plan, Past Performance, Transition Plan, and Menu Pricing. Evaluation factors, in order of importance, are Technical Approach, Management Approach, Past Performance, Transition Plan, and Menu Pricing. Non-price factors combined are significantly more important than price. Award will be based on a tradeoff competitive source selection for best overall value.

Important Dates & Contacts

  • Site Visit: May 12, 2026, 9:30 AM EST.
  • Questions Due: May 18, 2026.

Additional Notes

The Government owns most existing equipment for Starbucks and Dunkin operations; the new vendor must secure new franchise agreements. All IT equipment requires FBI security approval, and POS systems must be hardwired (no wireless). Employees may transfer existing FBI-sponsored clearances. A Collective Bargaining Agreement (CBA) is in place (though expired, it indicates a unionized workforce) and will be provided. The place of performance is currently JEH/HQ, but the Government reserves the right to adjust within the NCR.
