Purpose
This is an informational Sources Sought notice, not a request for quote or a solicitation. The Government seeks to identify potential vendors capable of designing, procuring, and integrating F&M measurement systems and associated infrastructure for wind tunnel applications.
Scope of Work
The requirement involves three distinct F&M systems, with vendors encouraged to address all and leverage commonality:
- System 1 (Mandatory): A multi-degree-of-freedom actuated model positioning system (pitch-roll or pitch-yaw) with internal balance(s) for measuring forces/moments on freestream-mounted test articles. This system requires precise control of model orientation, a 6-DOF internal balance, and specific performance standards for angle range, accuracy, actuation rate, and data handling.
- System 2 (Optional): A "half-span" balance for measuring loads on test articles mounted to the test section floor or ceiling.
- System 3 (Optional): An external balance for measuring loads on acreage panels mounted flush to the tunnel floor, capable of measuring up to six components of aerodynamic forces and moments, with specific load, temperature, and pressure requirements. Additionally, an external balance for fin loads in supersonic wind tunnels (Tunnel 1 and 2) is required, measuring at least three components (lift, torque, bending moment), with an integrated model positioning system for fin angle of attack control.
The effort includes design, procurement, integration, installation, training, and data deliverables such as review slides, material/inspection reports, as-built drawings, installation plans, training plans, and software documentation (including source code), with the Government receiving Unlimited Data Rights.
