Quick Summary

This 100% Small Business Set-Aside opportunity seeks a contractor to provide a recurring 2-Day Force Protection Driver Training Course for the 3rd Special Forces Group (Airborne) near Fort Bragg, NC.
Amendment Details
This amendment (0001, dated May 15, 2026) incorporates consolidated Questions and Answers (Q&A) and revises the Performance Work Statement (PWS) to adjust medical support requirements in paragraph 3.1.1. The original PWS is replaced in its entirety. Quoters MUST acknowledge receipt of this amendment in their submission. The deadline for submitting questions has passed.
Opportunity Overview
The 3rd Special Forces Group (Airborne) requires a commercial 2-Day Force Protection Driver Training Course. The contractor will provide all personnel, equipment, vehicles, and facilities for hands-on evasive and defensive driving techniques in potential high-threat environments. A strict geographic requirement mandates the training facility be located within a sixty (60) minute one-way drive time of Fort Bragg, North Carolina.
Key Requirements
The contractor shall provide up to 15 annual iterations of a 16-hour course, training up to 12 students per iteration. Training includes classroom and practical exercises covering Level I and Level II Combat Driving, evasive driving, threat recognition, vehicle control, and tactical maneuvers. Instructors must have at least one year of full-time evasive driving instruction experience and three years of overall instructor experience. The contractor must develop and provide training materials (primarily PowerPoint) two weeks prior to training.
Contract Details
This is a Request for Quotation (RFQ) for a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for commercial services, solicited under FAR Part 12. The contract will be Firm Fixed Price with a base period (July 1, 2026 - June 30, 2027) and four one-year option periods. This acquisition is a 100% Small Business Set-Aside.
Submission & Evaluation
Quotes are due by June 1, 2026, at 0900 EST. Submissions must strictly follow the instructions in Attachment 02 (Instructions to Quoters), detailing a 4-volume format (Technical, Past Performance, Price, Administrative), page limits, and administrative requirements. The completed SF 1449 must be used as the pricing volume and submitted via email. Failure to follow instructions may result in a non-responsive quote. Award will be based on a best value determination considering price and other factors, as detailed in Attachment 03 (Evaluation Factors for Award).
Important Clarifications
- Medical Support: The PWS 3.1.1 requirement for "certified paramedics with medical ambulances" has been revised. The new requirement is for a "Combat Life Saver or civilian equivalent trained individual with trauma kit and vehicle capable of sustaining and transporting two injured individuals." All pricing must reflect this revised requirement.
- Incumbent: The requirement is a follow-on to Gryphon Group's contract H92421-25-P-0018.
- Facility Tours: No facility tours or site visits will be conducted prior to award. Offerors should include facility maps, course layouts, and photographs in their Technical Volume I.
- CALI POST Curriculum: Offerors must demonstrate how their proprietary practical exercises meet or exceed CALI POST standards in Volume I.
