Quick Summary
The Defense Health Agency (DHA) is conducting market research through a Sources Sought (Request for Information - RFI) for a Forensic Health Program. The agency seeks a secure, compliant Commercial Off-The-Shelf (COTS) solution to manage electronic forensic healthcare records, strictly segregated from the main DoD Electronic Health Record (MHS Genesis). This initiative aims to replace the current paper-based system, which poses significant legal, operational, and privacy risks. Responses are due June 18, 2026.
Scope of Work
The primary objective is to acquire a COTS solution that adheres to federal and military legal mandates (including DoDI 6040.45, DOJ National Protocol, Federal Rules of Evidence, and 28 CFR § 115.121) while streamlining the creation, storage, and retrieval of forensic documentation for approximately 400 worldwide users.
Key Requirements / Deliverables
Respondents should offer a COTS software solution capable of:
- Forensic Workflow & Evidence Preservation: Legal documentation, chain-of-custody, electronic sealing, custom data elements, time-stamping, auditable peer-review.
- Data Management & Interoperability: Secure import of demographics, unique traceable identifiers, supported data formats, legacy data ingestion.
- Data Validation & Decision Support: Integration with Practice Guidelines, mandatory system hard-stops.
- Records Management, Retention & Requests: Secure storage for 50 years, automated purging, tracking record requests.
- Reporting & Analytics: Support for ad hoc, scheduled, and statistical reporting.
- Implementation, Operations & Sustainment Support: Comprehensive lifecycle support including deployment, updates, training, and data migration.
- Cybersecurity, RMF & Compliance: Hosted in a FedRAMP Certified and DoD Impact Level 4 compliant SaaS environment or DHA-managed cloud, adhering to RMF, DISA STIGs, NIST standards, and SSL FIPS 140-2/3 encryption.
