This document outlines the "Salient Characteristics" for Forensic Investigative Genetic Genealogy (FIGG) services. It details the various services offered, their components, and associated considerations, likely intended to inform potential bidders on the scope and nature of services required for an opportunity.

Evidence Screening/Serology/Accessioning Services:

• Preparation of evidence samples for identification (blood, saliva, semen, urine, menstrual blood).
• Specific handling for cartridge/shell casings, small bones/teeth, and large bones/skulls.
• Hair and rootless hair shaft analysis (includes 1-5 hairs, custom quotes for more).
• M-Vac® Screening (includes 3 filters).

DNA STR Analysis:

• Analysis for suspect or victim standards and evidence samples.
• Specific analysis for sexual assault samples (differential extraction, 2 DNA STR tests).

DNA Y-STR Analysis:

• Analysis for suspect or victim standards and evidence samples.

STRmix™ Analysis:

• Comparison of 1-5 person mixtures to previously developed DNA profiles.

NGS Testing:

• Signature Prep B (Standard or Evidence).
• Whole Genome mtDNA (Standard or Evidence).

RUSH Turnaround Time:

• 48 Hour Turnaround.
• Weekend Turnaround (additional rush fees apply).
• 1 Week, 2 Week, and 3 Week Turnaround options.

Genealogy Testing:

• Case Review for Suitability.
• Evidence Screening/Serology (costs vary for large items).
• STR Testing (if necessary).
• Sample Qualification (accessioning, quantification, viability determination, purification).
• Enrichment (if requested for degraded samples for WGS).
• NGS SNP Testing - Kintelligence or Whole Genome Sequencing (WGS) for Genealogy (processed in accredited labs, court-admissible reports).
• SNP Array (available early 2025).
• Mixture Mitigation for WGS & Kintelligence (includes known standard processing).
• Bioinformatics (review, imputation, and file preparation for database upload).
• Upload to GEDmatch and Family Tree DNA (FREE with Kintelligence, requires payment to an outside vendor).
• Upload by Genealogist to 2 Genealogy Databases (includes 2 hours of research and preliminary report).
• Genealogy Investigation (unlimited research for one year, monitoring until solved).
• Additional Investigation Time (5-hour blocks).

This document is crucial for bidders to understand the specific types of forensic genetic genealogy services, testing methodologies, turnaround times, and expert witness capabilities that may be required. It provides a detailed breakdown of services that will help vendors assess their ability to meet the requirements and prepare accurate proposals or quotes.

Statement of Work (SOW)

To provide laboratory analysis of DNA samples collected in conjunction with law enforcement investigations. The analysis will involve quality assurance testing and Single Nucleotide Polymorphism (SNP) laboratory analysis to conduct Forensic Investigative Genetic Genealogy (FIGG) analysis and obtain investigative leads to the identity of unknown perpetrators.

• Conduct SNP based genetic sequencing and report results to USACIL for upload to genetic genealogy databases.

• Perform evidence collection, extraction, quantitation, and/or use DNA extracts provided by the Government.

• Utilize validated and up-to-date forensic NGS technologies, including whole genome sequencing, Kintelligence, and SNP array.

• Employ software programs capable of resolving mixtures and enhanced techniques for fired cartridge casings collections and extractions.

• Perform rootless hair extractions and use Wet Vacuum DNA collection tools.

• Provide a written report of findings that clearly and concisely communicates sequencing efforts and data analysis results.

• The report must be in a format suitable for upload to commercial genealogy databases.

• A 100% review of reported results will be conducted.

• Period of Performance: One (1) Base Year of 12 months with four (4) option years, from January 28, 2026, to January 27, 2031.

• Place of Performance: The contract will take place at the vendor's location. Contractors will not perform or require access within an Army-controlled installation, facility, or area.

• FIGG providers must be accredited to specific standards (accreditation certificate and scope to be provided annually).

• Capabilities must include validated NGS technologies, FIGG testing for genealogy (whole genome sequencing, Kintelligence, SNP array), mixture resolution software, enhanced extraction techniques, rootless hair extractions, and Wet Vacuum DNA collection tools.

• Upload results to GEDmatch and Family Tree DNA (free with Kintelligence).

• No requirement for common access card (CAC), iWATCH, OPSEC, TARP, or AT Awareness Training.
