The anticipated requirement involves the acquisition, delivery, installation, configuration, and on-site training for specialized forensic equipment at designated laboratories and forensic units across multiple locations in Mexico. The equipment will enable Mexican authorities to implement the DEA’s Global Uniform Analysis and Reporting of Drug-Related Substances (GUARDS) Method. The contractor will be solely responsible for all aspects of importation, customs clearance, taxes, and fees into Mexico, as well as providing comprehensive in-country support.

  • Importation & Logistics: Experience shipping equipment into Mexico, familiarity with customs regulations, estimated lead times, and mitigation strategies for importation/installation risks.
  • In-Country Support: Ability to provide local warranty, representation, and technical support in Spanish, including OEM-certified field service engineers in Mexico or Latin America.
  • Installation & Technical: Capability to provide installation services in Mexico (direct or subcontracted), availability of technical documentation in Spanish, and details on laboratory infrastructure, proprietary consumables, and site preparation requirements.
  • Pricing: A Rough Order of Magnitude (ROM) or estimated pricing range, including recommended pricing models, structure, feasibility for a firm-fixed-price contract, and cost minimization recommendations.
