Scope of Work

Contractors will conduct aerial surveys in Region 2 (Colorado, Wyoming, South Dakota, Nebraska, Kansas) at approximately 1,000 feet above ground level. Tasks include preparing for surveys, conducting aerial mapping of tree mortality and damage (identifying species, counting dead trees, assessing damage extent), mission recovery, and processing collected photos. There is potential for field surveys requiring hiking in remote areas and GIS tasks such as data editing and cartography. All surveys must adhere to National Aerial Survey Standards.

Contract Details

This will be a Firm-Fixed-Price requirements contract with a one (1) base year and four (4) one-year option periods, for a potential total of five years. The period of performance for the base year is June 1, 2026, to May 31, 2027, with subsequent option years following. Each year will involve not to exceed 240 work hours. Initial training is anticipated in mid to late June, with survey work from late June through October. Work locations include the USFS hangar facility at Rocky Mountain Metropolitan Airport, Broomfield, CO, and remote field sites.

Key Requirements

Offerors must possess expertise in western forest pests, forest types, GPS, GIS, and aviation. Experience with the DMSM application and Rocky Mountain area forest ecology is preferred. Surveyors must be authorized by the U.S. Forest Service and may require specific certifications, such as Fixed-wing Flight Manager Special Use or Aircrew Member. Government-furnished equipment (tablet, DMSM, headset, camera, GPS) will be provided.

Evaluation Factors

Award will be based on a comparative methodology considering Relevant Experience, Past Performance, and Price. Higher ratings will be given for experience in Forest Health, Fixed Wing Flight Manager qualifications, mountainous terrain survey hours, and knowledge of Rocky Mountain tree species and damage agents. Past performance information must be from efforts within the last five years. Offerors must submit pricing for all items.
