• Offer Acceptance Period: Offerors agree to hold prices firm for 75 calendar days from the offer receipt date.

• Evaluation Criteria: Quotes will be evaluated based on Technical Approach, Past Performance, and Price. Award will be made to the highest technically rated offeror whose proposal is fair and reasonable and has acceptable or neutral past performance. Award will not necessarily be made to the lowest-priced offeror.

• Total Small Business Set-Aside.

• Offerors must have an active entity registration at SAM.gov.

• An organized site visit will not be hosted; contractors are responsible for site inspection.

Statement of Work (SOW) / Performance Work Statement (PWS)

The purpose of this contract is to replace damaged pavement at Laguna Campground and pulverize and repave Wooded Hill Road within the Cleveland National Forest, San Diego County.

• Replace damaged asphalt with HMA Caltrans 1/2 in. max. Type A, PG 64-16 No RAP.

• Install associated in-kind pavement marking.

• Option 1: Apply slurry seal over pavement surface for Meadow trailer loop and newly repaired sections.

• Incidental work includes subgrade preparation, aggregate base, pavement markings, cleanup, and disposal of construction waste and debris.

• Project Location: Laguna Campground, 468-470 Los Huecos Rd, Mt Laguna, CA 91948.

• Projected start date: May or June 2026.

• Time for completion: 60 calendar days from the issuance of the "Notice to Proceed".

• Restricted work: Construction activities limited to existing layout and proposed features footprint. Campground shutdown is not planned, but full closure of CG loop may occur during active surface repair and treatment.

• Erosion control and traffic control are required.

• Forest Service staff for cultural resources monitoring is required during ground disturbance and vegetation clearance.

• Contractor must minimize ground disturbance and avoid additional disturbance without advance written approval.

• Minimum 2 weeks' notice required for any ground disturbing activities.

• Contractor shall furnish necessary personnel, material, equipment, services, and facilities.

• Repair all associated damage on established roads caused by operations or equipment prior to payment.

• Dispose of all project-related trash, debris, and excess.

• Adhere to Fire Plan restrictions.

• All ground disturbing equipment must be cleaned of debris and dirt before mobilizing onto Forest lands to prevent invasive weeds.
