Statement of Requirements

To procure a new forklift to replace an existing 33-year-old forklift that is outdated and past its service life for the National Fire Research Lab (NFRL).

Provide one new forklift meeting all specified technical requirements. Used, remanufactured, experimental, prototype, or custom items will not be considered.

• Solid pneumatic tires

• 5,000 lb capacity

• Runs on LPG

• Side shifter

• Fork positioner/spreader

• Air ride seat

• Overhead guard height less than 88 inches

• Maximum allowable overall weight less than 10,000 pounds

• Mast: Extend up at least 15 feet, maximum overall lower height less than 88 inches, contain 48" forks

• One-year manufacturer's warranty

• FOB Destination

• Within 60 days After Receipt of Order (ARO)

• Delivery hours: 7:30 AM - 4:00 PM

• Government reserves the right to perform performance tests and evaluations.

• Government will test, inspect, and accept or reject within five (5) business days of receipt.

• Contractor has the right to be present during tests at their expense.

• Government may require repair or replacement of damaged/nonconforming supplies at no cost.

• Ownership transfers to NIST upon acceptance.

• Minimum of 1 year after inspection and acceptance.

• In accordance with FAR 52.212-4 and manufacturer's commercial practices.

• Safety: Contractor employees must comply with all installation safety regulations.

• Security: NIST is a restricted campus; identification badges are required for access.

• Regular Business Hours: 8 AM - 4 PM, Monday - Friday (Eastern Time), excluding Federal holidays and NIST closures.

• Identification Badges: Required for all contractor employees.

• Vehicle Registration: Required for all contractor employee vehicles.

• Truck Access: Specific gates and hours for truck entry and deliveries.

• 100% after delivery, inspection, and acceptance by the SME, and after receiving a proper invoice.

• Partial shipments and invoices will not be accepted unless otherwise requested and accepted by the Contracting Officer.
