Statement of Work (SOW) / Performance Work Statement (PWS)

To repair all deficiencies and conduct an annual inspection, test, and certification of the ship's Material Handling Equipment (MHE) forklifts to meet full operational and certification standards.

• Perform annual inspections, tests, and certifications on MHE forklifts.

• Repair identified deficiencies in MHE forklifts.

• Maintain MHE in a secured, covered facility at all times.

• Inspect structural components, welds, and hardware.

• Perform mechanical and fluid maintenance, including oil and filter changes, brake adjustments, and lubrication.

• Conduct electrical system checks and repairs.

• Provide manufacturer's authorized service for inspection, testing, and certification.

• Submit condition reports for any discovered deficiencies or recommended repairs.

• Prepare and submit completed inspection, test, and certification forms.

• All MHE services must be completed by the period of performance end date.

• Condition Found Reports (CFRs) must be submitted within 24 hours of discovery.

• MHE must meet full operational and certification standards.

• Safety certification is valid for 18 months.

• Period of Performance Start: June 8, 2026

• Period of Performance End: July 20, 2026 (tentative)

• Location: TBD; MSC will pick up all Fork Trucks upon completion.

• Contractor must be qualified to perform maintenance and repair on Hyster and Hubtex forklifts.

• Contractor must have established access to provide Original Equipment Manufacturer (OEM) parts.

• Contractor must have a facility within a 50-mile radius of Naval Station Norfolk.

• All afloat MHE will be certified for ordnance handling.

• Work involving ammunition and explosives must not be performed in magazines or adjacent spaces.

• Contractor must comply with applicable General Technical Requirements (GTRs) and MSC QMS Procedure N4.48.4460.1-Q.

• Specific technical manuals and enclosures are referenced for detailed procedures and forms.

Solicitation / RFP / RFQ

This solicitation is for Forklift Repair, Inspection, and Certification services for the USNS Medgar Evers. The acquisition is being conducted using the Lowest Price Technically Acceptable (LPTA) source selection process.

• Forklift Repair, Inspection, and Certification services.

• All labor, travel, and materials are included.

• Services must be performed within a 50-mile radius of Naval Station Norfolk.

• Offerors must be able to perform OEM services and provide OEM parts for Hyster MHE and Hubtex MHE.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: June 8, 2026, to July 20, 2026.

• A "Over and Above" CLIN may be established for additional work, which will be a not-to-exceed (NTE) CLIN and not guaranteed.

• Offer Due Date: June 4, 2026, at 5:00 PM Eastern Time.

• Questions Due: June 3, 2026, at 10:00 AM Eastern Time.

• Quotes must be submitted via email to Alesha Ray (alesha.j.ray.civ@us.navy.mil) and Kourtney Brooks (kourtney.k.brooks.civ@us.navy.mil).

• Evaluation Factors: Prior Experience (Acceptable/Unacceptable) and Price (Lowest Priced).

• Award will be made to the lowest priced technically acceptable quoter.

• The acquisition is unrestricted.

• Offerors must provide a cover letter with company address, telephone number, Cage Code, a statement of compliance with solicitation terms, and the repair facility address.

• Offerors must provide two previous federal or commercial contracts (within the last three years) demonstrating experience with similar services and equipment.

• The government reserves the right to verify submitted documentation.

• Payment will be made via Wide Area WorkFlow (WAWF).
