This amendment to Solicitation FA470426Q7002 serves to answer vendor questions regarding the procurement.

• Delivery: The contractor is responsible for all shipping, handling, and delivery of ramps to the specified address in Ceiba, PR. The exact drop-off location will be coordinated post-award. Coordination of shipping and delivery methods, including potential subcontracting within Puerto Rico, is the contractor's responsibility.
• Ramp Height Compatibility: The ramp deck height must be 32" high, with a raising mechanism allowing for a maximum adjusted height of 56". While it does not necessarily need to reach the full 56", it must be compatible with standard warehouse forklifts. The previous concern about a 20ft ramp with a 56" height being too steep is addressed by clarifying the required adjustable height range and forklift compatibility.
• Portability: Wheels are preferred for the system's portability, but not strictly required if the system can be transported using a 10K forklift.

This amendment addresses questions related to delivery, ramp height specifications, and portability requirements.

Offerors are instructed to fill out blocks 15a, 15b, and 15c of the amendment and include a copy with their proposal.

Contractor Vetting Procedures:

• All contractors on official business require vetting through the National Crime Information Center.
• Required information includes: Full Name, Date of Birth, SSAN, Photo of State Driver's License/ID (if driving), and Photo of Passport (for foreign nationals).
• Information must be submitted via an Entry Authority Listing (EAL) to 346 EABS/SF S5 no later than three duty days prior to scheduled work to avoid delays.
• Additional EAL information includes: requesting organization, point of contact, work dates/times, and authorized work areas.
• Background checks may include NCIC, Air Force Office of Special Investigations, and checks of various government websites.
• Applicants with disqualifying information will be denied access.
• Privacy Act information is handled in accordance with federal rules.

Commercial Vehicle Inspection Procedures:

• Contractors must stop at the commercial vehicle inspection area and present IDs.
• Vehicles will be inspected, including opening doors and compartments. A Military Working Dog (MWD) may conduct a sweep.
• Prohibited items include firearms, ammunition, weapons, tasers, pepper spray, explosives, fireworks, illicit drugs, drug paraphernalia, and open alcohol containers.
• Discovery of prohibited items will result in denial of access and the contractor being escorted out.
• Refusal to comply with CVI procedures will result in denial of access.
