• Forklift Cab Type: The government is amenable to either an open or closed cab for the 14k forklift. An open cab is preferred.
• Fork Length: The required fork length for the long-tine forklifts specified in the PWS is 60 inches.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide forklift rental services to support the day-to-day activities of the Pearl Harbor Naval Shipyard & IMF (PHNSY & IMF), a naval industrial facility.

• Rental of long tine forklifts for various durations and quantities:

  • Base Period (12 months): Two (2) 6000 lbs. forklifts and one (1) 14000 lbs. forklift.
  • Base Period (9 months): Three (3) 6000 lbs. forklifts and one (1) 14000 lbs. forklift.
  • Option Period (6 months): Four (4) 6000 lbs. forklifts and two (2) 14000 lbs. forklifts.

• Forklifts must be diesel or propane fueled with pneumatic tires.

• Contractor shall provide manufacturer required maintenance and repairs.

• Unlimited hourly usage is permitted.

• Contractor shall provide propane tanks, ensuring they are issued full and returned full.

• Minor repairs (e.g., flat tires) must be responded to within 24 hours of notice.

• Inoperable forklifts must be replaced within 24 hours of notice.

• PHNSY & IMF will conduct pre-use inspections covering: tires, fluids, battery, fuel system, engine noises, lights, horn, hoist, tilt/side shift, transmission/clutch, directional controls, brake system, gauges/meters, fire extinguisher, operator restraint system, forks, fork positioning, safety chains, overhead guards, ground straps/tires, structural integrity, and mandatory markings.

• Any operational issues discovered during pre-use inspection must be resolved by the contractor.

• Wear and tear items are the contractor's responsibility.

• The Service Delivery Summary requires 100% delivery and compliance.

• Period of Performance: April 2026 to October 2027 (Base Period and Option Period).

• Place of Performance: Various locations within PHNSY & IMF.

• Contractor employees must have expertise and provide necessary management/administrative support.

• Compliance with Safety and Health practices (Appendix I), environmental guidelines (Appendix II), and security requirements (Appendix III) is mandatory.

• Contractor personnel require background checks and must be U.S. Citizens.

• Access to base requires coordination for gate passes and may involve a lengthy process.

• Government will not provide any additional services, material, or government furnished equipment.

• Contractor may use existing facility electrical and low-pressure air outlets but is responsible for any damages.

• Work outside of standard administrative hours (0630-1500, Mon-Fri) requires written concurrence from the government TPOC and COR at least one week in advance.

• Contractor must comply with holiday schedules and observe Federal holidays.
