Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines requirements for contractor-provided support services at the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) detachment located at Special Mission Ships (SMS) Activity Cheatham Annex (CAX), Williamsburg, VA. The services include the rental and maintenance of Material Handling Equipment (MHE) and the diagnosis/repair of government-owned MHE.

• Rental and maintenance services for MHE.

• Diagnostic and repair services for government-owned MHE.

• Includes inspections, diagnostics, repairs, parts replacement, fluid changes, upkeep of electrical charging systems, and scheduling of routine maintenance.

• Contractor shall provide technical services, personnel, materials, and equipment to maintain serviceability of MHE listed in Appendix A.

• If contractor-provided MHE is inoperable and cannot be repaired, a comparable MHE shall be provided.

• All work to be completed during normal business hours (0700-1500, Monday-Friday).

• MHE Rental Performance:

  • Availability Rate: Percentage of requested MHE types/capacities available within specified lead times.
  • Delivery Time: Time from confirmed request to MHE delivery and readiness.
  • Operational Readiness: Percentage of time rented MHE is fully operational.
  • Response Time for Maintenance: Time from notification of issue to Contractor's on-site response.
  • Resolution Time for Maintenance: Time from on-site response to full repair.
  • Replacement Unit Provision: Timeliness of providing a comparable replacement unit.

• MHE Maintenance Performance (Government-Owned):

  • Availability Rate: 95% for Government-Owned MHE.
  • Corrective Maintenance Call-Out Response: Acknowledge within 48 hours.
  • On-site Response for Site Visit: Within 72 hours of initial call out.
  • Mean Time To Repair (MTTR): Completed within 2 weeks (if parts available within 14 days, otherwise notify COR).

• MHE Maintenance Performance (Contractor-Owned/Rental):

  • Mean Time To Repair (MTTR): 2 weeks, or non-applicable if replaced.

• Other Maintenance Metrics:

  • Quarterly Inspections: Contractor shall conduct quarterly inspections.
  • Runtime-Based Maintenance: After accumulating 300 hours of runtime.
  • Preventative Maintenance (PM) Completion Rate: 95% of scheduled PMs completed on time.
  • Hazardous Waste Disposal: Proper removal and disposal in accordance with regulations.

• Places of Performance: CAD-483, CAD-30, Lot 390, and other designated warehouse areas at 220 F St., CAD-30 and CAD-483 Williamsburg, VA 23185.

• Contractor shall comply with all applicable regulations, instructions, and safety procedures (e.g., NAVSEA S9086-CH-STM-010/CH-070R1, OSHA Standards, NFPA 70E, Manufacturer's Operation & Maintenance Manuals, SECNAVINST 11260.2B).

• Contractor shall maintain detailed records of all MHE rental transactions and maintenance activities.

• Security Compliance: Adherence to 32 CFR Part 117 (NISPOM), applicable FAR, DFARS, NMCARS clauses, and NAVSEA text. Handling of Controlled Unclassified Information (CUI) and Operations Security (OPSEC) requirements.

• Government Furnished Information (GFI): Government Owned MHE.

• Government Furnished Property (GFP): As listed in Attachment A.

• Deliverables include Contractor's Status Report (CDRL A001) and Government Property Inventory Report (CDRL A002).

Solicitation / RFP / RFQ

This is a combined synopsis and solicitation for commercial items, specifically for Forklift Rental Services and Forklift Maintenance of Government-owned equipment. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase these services on a Firm Fixed Price (FFP) basis. This solicitation is being posted for less than fifteen (15) days and is a 100% small business set aside.

• Forklift Rental: Various types of forklifts (electric, diesel, LP) with specific capacities (4000-36999 lbs) and tire types (pneumatic, cushion) are required at specified locations (CAD-30, CAD-483).

• Forklift Repair and Diagnostic Services: Services to be performed per an attached Statement of Work (SOW).

• Delivery/Shipment of Leased Forklifts: Specified for CLIN 0001.

• Cybersecurity Maturity Model Certification (CMMC): Level 1 (self) certification is required and must be uploaded to the SPRS module.

• FAR Provision 52.204-24: Offerors must complete and submit this representation regarding telecommunications and video surveillance services or equipment.

• Contract Type: Firm Fixed Price (FFP) Purchase Order.

• Period of Performance: Base Year (August 1, 2026 - July 31, 2027) with four Option Years extending through July 31, 2031.

• Delivery: F.O.B. Destination, Cheatham Annex Facility, Williamsburg, VA.

• Submission Deadline: Offers must be received no later than 11:00 a.m. (EST) on Tuesday, June 2, 2026.

• Quote Validity: Quotes must be good for at least 30 days.

• Evaluation: The Government intends to award to the eligible and responsible offeror on a Lowest Price, Technically Acceptable basis.

• Technical Acceptability: Offerors must quote required quantities, meet minimum SOW requirements, and be Level 1 CMMC certified.

• Set-Aside: 100% small business set aside.

• NAICS Code: 532490 (Forklift Rental Services).

• Small Business Size Standard: $40.0 Million.

• Contractors must be registered in the System for Award Management (SAM).

• Incorporated FAR/DFARS clauses and provisions are listed, including those related to cybersecurity and telecommunications.

• Payment will be via Wide Area Workflow (WAWF) if Unique Item Identifier (UID) applies, otherwise via credit card.
