Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (Request for Quote - RFQ) for the procurement of commercial supply, specifically one (1) off-road diesel fork truck (36,000 lb capacity) and one (1) off-road diesel telehandler. The solicitation is issued in accordance with FAR Subpart 12.6 and is considered the only solicitation; no separate written solicitation will be issued. The government is procuring these items to support the Illinois Army National Guard's Qualified Recycling Program (QRP) mission of waste prevention and recycling.

• Fork Truck: One (1) off-road diesel fork truck with a 36,000 lb capacity. Key specifications include diesel power, seated operation, minimum 24" load center, pneumatic off-road tires, 4/2 wheels, 2WD or 4WD capability, specific mast tilt capabilities, 2-3 stage mast lift with minimum 20 ft lift height, load weight indicator, side-shifter, 72-80" load backrest extension, 96" long adjustable forks, enclosed cabin with ROPS, heat, and air conditioning, joystick controls, mirrors, non-cinch seat belt with start interlock, basic work/brake/tail/back-up lights, reverse alarm, fire extinguisher, onboard digital display, minimum 12-month/2,000-hour full machine warranty, and minimum 36-month/6,000-hour powertrain warranty. A suggested product is Hyster H360XD.

• Telehandler: One (1) off-road diesel telehandler with a 6,000 - 9,000 lbs capacity. Key specifications include diesel power, seated operation, pneumatic off-road tires, 4WD capability, power steering with selectable modes (4-wheel circle, 4-wheel crab, 2-wheel front), minimum 42-ft lift height, minimum 29-ft forward reach, 10 deg frame leveling, side-shift, load backrest extension, 50" long forks, enclosed cabin with ROPS, heat, and air conditioning, joystick controls, mirrors, non-cinch seat belt with start interlock, basic work/brake/tail/back-up lights, reverse alarm, fire extinguisher, onboard digital display, minimum 12-month/2,000-hour full machine warranty, and minimum 36-month/6,000-hour powertrain warranty. A suggested product is JLG 742.

• General: All equipment must be NEW. Specification sheets for each piece of equipment must be provided, clearly stating the make and model. Failure to do so will result in an unacceptable quote.

• Contract Type: Anticipated award of a single Firm Fixed Price (FFP) contract.

• Period of Performance: Delivery is required within 180 calendar days after award.

• Estimated Value: Not specified.

• Submission Deadline for RFIs: 1 April 2026 by 11:00 am CST.

• Submission Deadline for Quotes: 7 April 2026 by 11:00 am CST.

• Submission Method: Quotes shall be submitted in writing via email to Lawrence Romang (lawrence.j.romang.civ@army.mil) and Donald Piper (donald.g.piper6.mil@army.mil).

• Evaluation Criteria: Evaluation will be based on Lowest Price Technically Acceptable (LPTA). Offers will be evaluated on price and technical acceptability. Technical performance will be assessed as acceptable or unacceptable based on whether the vendor meets all specifications, provides specification sheets, and clearly identifies make and model. Pricing will be evaluated for reasonableness, completeness, and balance.

• NAICS Code: 333924 (Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing).

• Size Standard: 500 employees.

• Set-Aside: This requirement is solicited as Full and Open; no set-aside is being utilized.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, 52.212-4, and 52.212-5 by reference.

• DFARS Clause 252.225-7001 "Buy American and Balance of Payment Program" is included.

• Electronic documents must not be secured or locked and should be less than 10MB.

• The delivery location is Camp Lincoln, 1301 N. MacArthur Blvd, Springfield, IL 62702-2317.

• Payment will be made via Wide Area WorkFlow (WAWF).
