Fort Bayard National Cemetery Replace Flagpole

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing flagpole and repair/replace associated lighting at Fort Bayard National Cemetery in Santa Clara, New Mexico.

• Replace Flagpole: Remove the existing flagpole and install a new 70-foot commercial-grade aluminum flagpole with an internal cable halyard, revolving truck and pulley style, a 90 mph flagged wind speed rating, a gold anodized ball, and a satin finish.

• Repair/Replace Floodlights: Convert the illumination lights at the base of the flagpole to LED. Components should match the appearance and function of existing floodlights as much as possible.

• General Requirements: The contractor must furnish all labor, materials, equipment, and supervision. Work must comply with VA requirements, Federal, State, and Local Codes. Operations must minimize impact on cemetery operations. Site work is scheduled between 8:00 AM and 4:30 PM, Monday through Friday, excluding Federal Holidays. All work must be coordinated with the Contracting Officer’s Representative (COR).

• Location: Fort Bayard National Cemetery, Santa Clara, New Mexico.

• Completion Time: Sixty (60) calendar days from the date of issuance of the Notice to Proceed (NTP).

• Field Survey: Contractors must perform a thorough field survey before bid submission to verify existing conditions.

• Submittals: Manufacturer's product literature and data sheets must be submitted for approval.

• Utilities: Existing utilities must be maintained in service at all times, with disruptions coordinated with the COR.

• Permits: The contractor is responsible for obtaining necessary permits.

• Safety: The contractor is responsible for the safety of all personnel on-site and must comply with OSHA and other applicable safety regulations. Damage to cemetery property must be repaired.

• Debris Removal: All debris must be removed daily, and costs included in the quote. Receipts for dump fees must be provided for reimbursement.

• Cemetery Operations: Work must minimize disruption to cemetery activities, with burial activities taking precedence. Construction noise must not disturb services. Work must be discontinued in advance of specific holidays to allow for cleanup.

• Employee Conduct: Contractor personnel must adhere to strict standards of decorum, appearance, and behavior suitable for a National Shrine. Disrespectful activity, use of tobacco/intoxicants/illegal drugs, and leaning on headstones are prohibited. The contractor is responsible for maintaining satisfactory employee conduct.

• Quality Control: A one-year warranty on work is required. A Job Site Superintendent fluent in English must be on-site at all times.
