Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal Catholic Priest services to support the Ft. Belvoir Catholic population, ensuring the free exercise of religion for military personnel, family members, and authorized civilians.

• Provide Catholic Priest services, including regular and special Catholic masses, sacraments, and confessions.

• Services are to be conducted in accordance with Roman Catholic Church guidelines, Archdiocese of the Military Service (AMS) Priests' Manual, Army Regulation 165-1, Army Pamphlet 165-18, and Installation Chaplain Policies.

• Services are to be provided on an "As Needed" basis, only when Unit Ministry Team (UMT) members, Chaplains, Religious Affairs Specialists, or volunteers are unable to perform.

• The contract priest will serve as the authoritative subject matter expert on Catholic matters and religious instruction.

• Specific tasks include attending planning meetings, providing proof of ordination and endorsement, conducting weekend/solemn holy day masses, weekday masses, confessions, and presiding over funerals, burials, and weddings.

• Maintain a log of work performed and submit invoices monthly.

• Quality Control Plan (QCP) to ensure services meet PWS requirements.

• Quality Assurance (QA) by the government based on the Quality Assurance Surveillance Plan (QASP) and Performance Requirements Summary (PRS).

• Specific Acceptable Quality Levels (AQLs) for tasks, such as 98% for attended meetings, masses, and rites, and 100% for resume submission, work log submission, and English communication.

• Period of Performance: One (1) Base Year of 12 months and four (4) 12-month option years, starting January 15, 2026.

• Place of Performance: Belvoir Chapel, Fairfax Chapel, or Woodlawn Chapel.

• Contractor personnel must be ordained Catholic Priests, endorsed by the Archdiocese for the Military Services (AMS), and possess faculties accepted by the AMS Archbishop.

• Contractor personnel must undergo background checks, including AT Level I training, iWATCH training, and potentially more extensive checks depending on contact with children.

• Contractor personnel must present a neat, clean, and business-like appearance appropriate for religious services.

• Contractor personnel must communicate and behave with etiquette, refraining from offensive language.

• The contract is a firm-fixed-price type.

• Government-furnished items include access to chapel spaces, facilities for sacraments, utilities (except network access), and necessary equipment for mass. Contractor-furnished items include all other required supplies, equipment, and services.

Sources Sought Notice

This notice is issued by the Mission and Installation Contracting Command (MICC) – Fort Belvoir, Virginia, to conduct market research for potential sources capable of providing Catholic Priest services. These services are required to support military religious and worship activities at Fort Belvoir, VA, in accordance with the Roman Catholic Church, Archdiocese of the Military Service (AMS) Priests' Manual, Army Regulation 165-1, Army Pamphlet 165-18, and Installation Chaplain Policies.

• This is a Sources Sought Notice, not a solicitation, RFQ, IFB, or RFP. No proposals or quotes are being requested at this time.

• The government is seeking information to identify capable sources and will not pay for any information or administrative costs incurred in response to this notice.

• Interested businesses are encouraged to provide capability statements.

• All small businesses, including 8(a), HUBZone, service-disabled veteran-owned (SDVOSB), woman-owned small business (WOSB), and economically disadvantaged women-owned small business (EDWOSB), are highly encouraged to identify their capabilities.
