Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive grounds maintenance services for U.S. Army Garrison Fort Benning, Georgia, ensuring a healthy, clean, neat, and professional appearance across all designated areas.

Services include mowing, trimming, turf replacement, leaf and debris removal, tree, hedge, and shrub planting and maintenance, irrigation, and fertilization. The contractor will maintain Improved Grounds (High Visibility Areas), Common Areas (Semi-Improved Grounds), Fire Breaks, and Unimproved Grounds. Specific tasks include mowing, edging, trimming, fertilizing, seeding/sodding (where applicable), hydroseeding, aerating, overseeding, flower bed maintenance, weed control, debris removal, tree services (pruning, spading, transplanting, removal, replacement), hedge and shrub maintenance, and irrigation system operation and maintenance. Services also extend to xeriscape areas, athletic fields, special event services, and refuge/nature trail maintenance.

The contract period includes one Base Year of 12 months and four (4) 12-month option years, starting from July 18, 2026. Performance will occur at Fort Benning, Georgia, encompassing Main Post, Cantonment Areas, Kelley Hill, Sand Hill, Harmony Church, Camp Rogers, Ranges, training Areas, and Battle Park.

Contractors must comply with all applicable Federal, State, and local laws, regulations, and directives. This includes security requirements (background checks, identity verification, FPCON compliance), safety training (AT Level I, iWATCH, OPSEC, TARP), environmental compliance (spill prevention, hazardous waste management, SDS submission), and adherence to specific government-furnished property and services. Key personnel, including a Project Manager and Quality Control Manager, are required. A Phase In/Phase Out plan is necessary. The contract is a Firm Fixed Price (FFP) type with some "As Required" CLINs.

This notice is for informational and planning purposes only to gauge industry interest and capabilities for grounds maintenance services at Fort Benning, Georgia. It does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), nor does it commit the U.S. Government to a contract. The government is seeking to ensure adequate competition among small businesses for a potential future acquisition.

• Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services for grounds maintenance.

• Services include mowing, trimming, turf replacement, leaf and debris removal, tree/hedge/shrub planting and maintenance, and policing of areas.

• Work must meet standards outlined in the FY25 ID-T revised standards and Performance Work Statement (PWS).

• Specific areas include Improved, Semi-Improved, and Un-Improved Grounds.

• Excluded areas: Main Post Cemetery, Golf Course, Lawson Army Airfield, Snow Removal and Salting Sidewalks, MWR, AAFES, DECA, DOD Schools, and Martin Community Hospital (MACH).

• The anticipated NAICS code is 561730 (Maintenance, repair and alteration of real property) with a size standard of $7.5M.

• The previous contract was a 100% Small Business set-aside.

• Interested parties must submit specific information regarding their firm, interest in competing, previous experience, and any potential restrictions on competition.

• Responses are due by 2:00 PM (Eastern Standard Time) on Tuesday, June 16, 2026.
