Performance Work Statement (PWS)

To provide non-personal services for the complete and safe removal of four (4) double-wide modular office trailers (consisting of 8 trailer sections) from Fort Bragg's G2 Foundry Lot to an off-post location.

• Trailer Removal: Prepare, load, transport, and take ownership of the specified modular office trailers.

• Location: Trailers are located at grid coordinates PU 7955 9166 on Fort Bragg.

• Preparation: Separate trailer sections and prepare them for safe road transport.

• Transportation: Safely load and transport all trailer sections off Fort Bragg. The Contractor is responsible for all transportation permits.

• Site Restoration: Clean the G2 Foundry Lot after trailer removal, including debris, trash, and blocking. The site must be returned to its original or better condition.

• Ownership Transfer: Full ownership, title, and liability for the trailers transfer to the Contractor upon their exit from the Fort Bragg installation boundary.

• Documentation confirming trailer removal from the installation must be provided to the COR.

• Place of Performance: G2 Foundry Lot, Fort Bragg, NC.

• Operating Hours: Contractor support hours are Monday through Friday, 0900 to 1700, unless the facility is closed due to emergencies or administrative reasons.

• Personnel: Contractor must provide all necessary personnel, equipment, supplies, transportation, and supervision.

• Installation Access: Contractor personnel must comply with installation access control requirements. Failure to comply may result in denied access and performance delays.

• Security: Adhere to facility security policies, OPSEC requirements, and report suspicious activities. Personnel require installation access passes.

• Safety: Comply with FAR 52.236-13 and EM 385-1-1. An Accident Prevention Plan and Activity Hazard Analyses (AHAs) are required. Minimum Personal Protective Equipment (PPE) includes a short sleeve shirt, long trousers, steel-toed safety boots, and a hard hat.

• Environmental Compliance: Comply with all Federal, State, and local environmental laws. Proper handling and legal disposal of all waste and debris are required. Government dumpsters are prohibited. Spill prevention and response measures are mandatory, including having a spill response kit on-site.

• Training: Required training includes Anti-Terrorism (AT) Level I, OPSEC Level I, iWATCH, and Information Assurance (IA) Cyber Awareness training for all relevant personnel. Certificates of completion must be submitted.

• Reporting: Attend post-award conferences and periodic progress meetings as required. Provide input to scheduled and unscheduled meetings.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for non-personal services to provide the removal of four modular office trailers (eight trailer beds) from Fort Bragg Foundry Lot to an off-post location for the 18th Airborne Corps. The contractor will be responsible for all personnel, equipment, supplies, and services necessary to perform the objectives outlined in the Performance Work Statement (PWS).

• Removal of four double-wide trailers from G2 Foundry Lot, Fort Bragg, in accordance with the PWS.

• Services must meet or exceed requirements outlined in the PWS and Quality Assurance Surveillance Plan (QASP).

• Work requires coordination with a representative from the 18th FAB.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance (POP): April 20, 2026 – April 30, 2026

• Place of Performance: G2 Foundry Lot, Fort Bragg, NC

• Quotes are due by April 10, 2026, 17:00 PM EDT via email to mitchell.h.collazo.mil@army.mil & francisco.j.nodamerly.mil@army.mil. No telephonic quotes will be accepted.

• Quotes must be valid for ninety (90) calendar days.

• Questions are due by April 6, 2026, 12:00 PM EDT, submitted in writing to the same email addresses.

• A site visit is scheduled for April 1, 2026, at 10:00 am at BLDG 2-1731 Stiner Street, Fort Bragg, NC.

• Award will be made to the responsible offeror whose quote represents the Best Value to the Government, based on price.

• This acquisition is a 100% total small business set-aside.

• Applicable NAICS Code: 484220 (Specialized Freight Trucking, Local) with a size standard of $34 million.

• Offerors must provide a UEI and be actively registered in SAM.gov to be eligible for award.

• The solicitation incorporates provisions and clauses from Federal Acquisition Circular (FAC) 2026-01, effective March 13, 2026.
