This document provides responses to vendor questions regarding the 18th ABC Trailer Removal opportunity.

• Delivery Location: No government-specified delivery location. The contractor assumes ownership and liability upon exiting Fort Bragg property and is responsible for transport to a lawful off-post location of their choosing.
• Trailer Separation: The contractor must separate the four double-wide modular trailers into eight individual transportable sections. Reassembly is not required by the government.
• Trailer Age: Trailers have been staged for an estimated 20 to 30 years.
• Set-Aside Status: The acquisition is a 100% Total Small Business Set-Aside. Any conflicting information referencing Service-Disabled Veteran-Owned Small Business is erroneous.
• Evaluation Factors: The evaluation factors related to Emotionally Focused Therapy were included in error and will be removed via amendment. Award will be made based on the lowest price from a responsible offeror whose quote conforms to the solicitation.
• Trailer Dimensions/Condition: Each double-wide trailer is approximately 24 ft (W) x 60 ft (L). Axles and tires are attached but their operational condition is unknown. Hitches are removed and stored under trailers; re-attachment is required. Offerors should bring spare hardware and tires.
• Contractor Responsibilities: The contractor is responsible for all separation, loading, rigging, lifting, and transport activities. Government assistance (e.g., cranes, forklifts, escorts) will not be provided, though the contractor must coordinate on-post movements (road closures, power lines, MP support) through the COR. All off-post permits and escorts are the contractor's responsibility.
• Site Restoration: The contractor must remove all associated materials (skirting, steps, blocking, hardware, debris) and leave the site clear of contractor-generated materials.
• Hazardous Materials: No hazardous materials have been identified by the government. The contractor must comply with all environmental laws for final disposition.
• Ownership Transfer: Ownership, title, and liability transfer to the contractor immediately upon exiting Fort Bragg installation boundaries.
• Plan Submittals: Transportation plans, safety plans, etc., are post-award deliverables and not required with the initial quote.
• Final Disposition: Reuse, scrap, or disposal is at the contractor's discretion.

Confirms the award basis is lowest price conforming quote and clarifies the set-aside status. Removes ambiguity regarding delivery location and contractor responsibilities. Indicates an amendment will be issued to correct erroneous information.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for non-personal services to provide the removal of four modular office trailers (eight trailer beds) from Fort Bragg Foundry Lot to an off-post location for the 18th Airborne Corps. The contractor will be responsible for all personnel, equipment, supplies, transportation, and services necessary to perform the objectives outlined in the Performance Work Statement (PWS).

• Removal of four double-wide trailers from G2 Foundry Lot, Fort Bragg, in accordance with the PWS.

• Contractor must meet or exceed requirements outlined in the PWS and Quality Assurance Surveillance Plan (QASP).

• Work in coordination with a representative from the 18th FAB.

• Contract Type: Firm Fixed-Price (FFP)

• Period of Performance: 27 April 2026 – 08 May 2026

• Place of Performance: G2 Foundry Lot, Fort Bragg, NC

• Quotes are due by 17 April 2026, 17:00 PM EDT via email to mitchell.h.collazo.mil@army.mil and francisco.j.nodamerly.mil@army.mil.

• No telephonic quotes will be accepted.

• Quotes must be valid for ninety (90) calendar days.

• Questions are due in writing by 06 April 2026, 12:00 PM EST to the same email addresses.

• Award will be made to the responsible offeror whose quote represents the best value to the Government, based on the lowest price.

• A site visit is scheduled for 01 April 2026 at 10:00 am at BLDG 2-1731 Stiner Street, Fort Bragg, NC 28307.

• This acquisition is a 100% total small business set-aside.

• Applicable NAICS Code: 484220 (Specialized Freight Trucking, Local) with a size standard of $34 million.

• Offerors must provide a UEI and be actively registered in SAM.gov to be eligible for award.

• The solicitation document includes Attachment 1_PWS Foundry Lot Trailer Removal.

• Numerous FAR and DFARS clauses are incorporated by reference and full text.

Performance Work Statement (PWS)

This PWS outlines the requirements for the non-personal service contract to remove four (4) modular office trailers (consisting of 8 trailer beds) from the G2 Foundry Lot at Fort Bragg, NC, to an off-post location.

• Trailer Removal: The contractor is responsible for the complete and safe removal of the specified trailers.

• Ownership Transfer: The contractor assumes full ownership, title, and liability for the trailers immediately upon their exit from the Fort Bragg installation boundary.

• Site Preparation: Includes separating the trailer sections and preparing them for transport.

• Transportation: Loading and transporting all trailer sections from Fort Bragg.

• Site Restoration: Cleaning the G2 Foundry Lot after trailer removal, including debris, trash, and blocking, leaving the site in its original or better condition.

• Documentation: Providing documentation confirming trailer removal from the installation.

• Environmental Compliance: Strict adherence to all applicable Federal, State, and local environmental laws, regulations, and Fort Bragg-specific policies. Proper handling and legal disposal of all non-hazardous waste generated. Prohibition of using Government dumpsters. Spill prevention and response measures are required.

• Safety: Compliance with FAR 52.236-13 and the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). This includes developing an Accident Prevention Plan, conducting Activity Hazard Analyses (AHAs), and ensuring minimum personal protective clothing (short sleeve shirt, long trousers, steel-toed safety boots, hard hat).

• Place of Performance: G2 Foundry Lot, Fort Bragg, NC.

• Operating Hours: Contractor support hours are Monday through Friday, 0900 to 1700, unless the facility is closed due to emergencies or administrative reasons.

• Installation Access: Contractor personnel must meet security criteria and obtain necessary access passes. Failure to comply may result in denied access.

• Training: Required training includes Anti-Terrorism (AT) Level I, Operations Security (OPSEC) Level I, and iWATCH training for all contractor and subcontractor employees. Proof of completion must be submitted.

• Reporting: Submission of a Transportation Plan to the COR for approval prior to removal. Pre-transport inspection with the COR.

• Security: Adherence to facility security policies and restrictions. Immediate reporting of suspicious activities.

• Information Handling: Contractor shall not cite contract information on any marketing tools.

Performance Work Statement (PWS)

To provide non-personal services for the complete and safe removal of four (4) double-wide modular office trailers (consisting of 8 trailer sections) from Fort Bragg's G2 Foundry Lot to an off-post location.

• Trailer Removal: Prepare, load, transport, and take ownership of the specified modular office trailers.

• Location: Trailers are located at grid coordinates PU 7955 9166 on Fort Bragg.

• Preparation: Separate trailer sections and prepare them for safe road transport.

• Transportation: Safely load and transport all trailer sections off Fort Bragg. The Contractor is responsible for all transportation permits.

• Site Restoration: Clean the G2 Foundry Lot after trailer removal, including debris, trash, and blocking. The site must be returned to its original or better condition.

• Ownership Transfer: Full ownership, title, and liability for the trailers transfer to the Contractor upon their exit from the Fort Bragg installation boundary.

• Documentation confirming trailer removal from the installation must be provided to the COR.

• Place of Performance: G2 Foundry Lot, Fort Bragg, NC.

• Operating Hours: Contractor support hours are Monday through Friday, 0900 to 1700, unless the facility is closed due to emergencies or administrative reasons.

• Personnel: Contractor must provide all necessary personnel, equipment, supplies, transportation, and supervision.

• Installation Access: Contractor personnel must comply with installation access control requirements. Failure to comply may result in denied access and performance delays.

• Security: Adhere to facility security policies, OPSEC requirements, and report suspicious activities. Personnel require installation access passes.

• Safety: Comply with FAR 52.236-13 and EM 385-1-1. An Accident Prevention Plan and Activity Hazard Analyses (AHAs) are required. Minimum Personal Protective Equipment (PPE) includes a short sleeve shirt, long trousers, steel-toed safety boots, and a hard hat.

• Environmental Compliance: Comply with all Federal, State, and local environmental laws. Proper handling and legal disposal of all waste and debris are required. Government dumpsters are prohibited. Spill prevention and response measures are mandatory, including having a spill response kit on-site.

• Training: Required training includes Anti-Terrorism (AT) Level I, OPSEC Level I, iWATCH, and Information Assurance (IA) Cyber Awareness training for all relevant personnel. Certificates of completion must be submitted.

• Reporting: Attend post-award conferences and periodic progress meetings as required. Provide input to scheduled and unscheduled meetings.

• Award will be made to the responsible offeror whose quote represents the Best Value to the Government, based on price.

• This acquisition is a 100% total small business set-aside.

• Applicable NAICS Code: 484220 (Specialized Freight Trucking, Local) with a size standard of $34 million.
