Performance Work Statement (PWS)

To provide the ordering and supply of chemicals to Fort Detrick, Building 101 for the treatment of raw sanitary sewage in the Building 101 Pump Station. The goal is to ensure chemicals are consistently available to maintain the pump station's daily operations and prevent hazardous material spills caused by solid waste buildup.

• Supply of "Pit Raider" product or equivalent/better chemicals.

• Contractor must provide all personnel, equipment, tools, materials, and supervision.

• Deliveries will be made monthly to Building 101, Fort Detrick. Quantities and delivery schedules may vary by +/- 10% based on government needs.

• Contractor must be able to deliver chemicals within a 12-hour window after a phone call and be within a 3-hour driving radius of Fort Detrick.

• Provide on-site technical support regarding the chemical within a 12-hour window.

• Provide Safety Data Sheets (SDS).

• Ensure chemical usage efficiency is equal to or better than current methods.

• Transfer and handle chemicals, including providing pumps and smaller daily use containers.

• Deliveries must meet specified schedules and quantities, with flexibility for government needs.

• Technical support must be available within 12 hours.

• Chemical usage efficiency must meet or exceed current standards.

• Quality Control Plan (QCP) must be submitted with the proposal and implemented within 14 days of notice to proceed.

• Contractor performance will be evaluated based on a Quality Assurance Surveillance Plan (QASP).

• Period of Performance: One (1) Base Year and Four (4) 12-month Option Years.

• Place of Performance: Building 101, Fort Detrick, Frederick, Maryland.

• Hours of Operation: 0700-1700 hours, Monday through Friday, excluding Federal holidays.

• Security: All personnel must comply with Fort Detrick security regulations, including vetting for installation access. Background checks (NCIC-III) are required. Personnel may be subject to search and seizure.

• Training: Contractor employees must complete Anti-Terrorism Level I (AT Level 1) awareness training and iWatch Awareness training within 30 days of contract start and annually thereafter. OPSEC training is also required.

• Certifications: Personnel must possess recognized certifications from the State of Maryland to handle and deploy chemicals.

• Environmental: Manage all waste in accordance with Federal and State laws. Recycle materials as required and submit waste disposal reports.

• Contract Type: Anticipated Firm Fixed Price Contract.

• Key Personnel: Project Manager and onsite technicians are considered key personnel. Fluency in English is required.

• Reporting: Contractor must report all labor hours via http://www.ecmra.mil/.

• Invoicing: Utilize PIEE WAWF for invoice submission.
