Performance Work Statement (PWS)

This PWS outlines the requirements for non-personal services to provide Base Operations and Support Services for the United States Army Garrison (USAG) Fort Gordon, GA. The objective is to ensure all work performed meets applicable Federal, State, and Local Laws, Regulations, and Directives, adhering to measurable performance standards of quality, timeliness, and quantity.

The contractor will be responsible for providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary for base operations. This includes, but is not limited to:

• Facility access and fire detection/suppression system support.
• Maintaining traffic flow during maintenance and repair activities.
• Drainage and erosion control.
• Dust suppression.
• Utility location and excavation permit management.
• Transition planning (Phase-In/Phase-Out).
• Emergency services, including medical treatment and accident reporting.
• Contract administration and management.
• Quality Control (QC) plan development and implementation.
• Subcontract management (if applicable).
• Management of contractor employees, including key personnel like a Project Manager.
• Utilizing systems such as GFEBS and ArMA for work management.
• Performing Demand Maintenance Orders (DMOs), Preventive Maintenance Orders (PMOs), Operations Work Orders (OWOs), and Project Work Orders (PWOs).
• Maintaining as-built drawings and real property records.
• Adhering to requirements for historic properties and archaeological sites.
• Compliance with security policies, safety regulations, and environmental requirements.
• Developing and implementing contingency plans for mobilization, disaster, and labor disputes.

The work will be performed at Fort Gordon, GA, and may include the Pointes West Army Recreational Site and Gillem Enclave in Clayton County, GA.

Performance will be evaluated based on the Government's Quality Assurance Surveillance Plan (QASP). Specific performance requirements and standards are detailed in Section 3.1 and summarized in the Performance Requirements Summary (PRS) Matrix (Section 4.0), which includes metrics for DMOs, PMOs, and PWOs with associated deduct schedules for deviations above the Acceptable Quality Level (AQL).

• Security requirements include access control, physical security, and various awareness trainings (iWATCH, AT Level 1, OPSEC, Cybersecurity).
• Safety requirements include developing and implementing a safety plan and complying with OSHA standards.
• Environmental requirements include green procurement and spill plan submission.
• Specific training and certification requirements for personnel.
• Contractor must manage warranties for equipment and parts.

Sources Sought Synopsis

This notice is a Sources Sought Synopsis (SSS) ONLY, issued by the U.S. Government to gather information on the capabilities of potential offerors to provide Base Operations Support Services (BASOPS) at Fort Gordon, Georgia, and the Gillem Enclave. The intent is to consolidate current requirements under one follow-on contract. Competition is limited to eligible 8(a) Small Business participants.

The anticipated services encompass a broad range of base operations support, including:

• Unaccompanied Housing

• Solid Waste Management

• Grounds Maintenance

• Pavement Clearance

• Facility Maintenance (Vertical, Army Family Housing, Horizontal)

• Heating and Cooling Services

• Pest Management Services

• Army Cemetery

• Gillem Enclave

• The current contracts for these services are W91249-22-C-0010 and W91249-20-C-0028.

• The NAICS code for this requirement is 561210, Facilities Support Services, with a size standard of $47 Million.

• This is for information and planning purposes only and does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP).

• Responses are due no later than 10:00 am CDT on February 23, 2026.

• Submissions must be electronic only and cannot exceed 9 megabytes (MB). Zipped files are not permitted.

• Interested businesses should submit a brief capability statement package (max 30 pages, single-spaced, 12 font) demonstrating specific capability.

• Responses should include experience as a prime or subcontractor, services provided, number of facilities, and other relevant information.

• Competition is limited to eligible 8(a) Small Business participants.

• Respondents must indicate their small business certification status (e.g., SB, SDB, 8(a), EDWOSB, WOSB, HUBZone, SDVOSB).

• Fundamental tasks believed necessary for successful accomplishment of BASOPS.

• Interest in competing as a prime contractor, including details on Joint Ventures or teaming arrangements.

• Specific experience in base operation support services.

• Percentage of work to be performed by the small business prime contractor and similarly situated entity subcontractors.
