This solicitation (W9124D26QA072) is for the supply of propane and propane tanks to the Fort Knox, KY Installation. The requirement is for a base period of twelve (12) months with one (1) twelve (12) month option period. The acquisition is a 100% Small Business Set-Aside, utilizing Simplified Acquisition Procedures (SAP) for a firm-fixed-price contract. The government anticipates awarding to the lowest-priced, technically acceptable, responsible offeror.

• Item 0001: Bulk Propane - Provide all materials, parts, labor, and equipment to supply bulk liquid petroleum (LP) propane gas to designated locations throughout the Fort Knox Installation for 29 tanks. Pricing Arrangement: Firm Fixed Price.

• Item 0002: Propane Tank Rental - Provide 27 propane tanks for 12 months, including installation, maintenance, and repairs to various designated locations throughout the Fort Knox Installation. Pricing Arrangement: Firm Fixed Price.

• Item 0003: Replacement Parts - Provide and install replacement parts due to damage caused by the Government. Pricing Arrangement: Firm Fixed Price.

• Option Line Items 1001, 1002, 1003: These mirror the base period items for potential extension.

• Contract Type: Firm Fixed Price.

• Period of Performance: Base period from 01 Apr 2026 to 31 Mar 2027, with a potential 12-month option period.

• Submission: Quotes are to be submitted via email to the Contract Specialist (CS) by the closing date and time.

• Quote Validity: 60 days after the closing date and time.

• Evaluation: Offers will be evaluated based on the lowest price that meets the requirements and is deemed responsible. Price analysis will be used to determine if the proposed price is fair and reasonable.

• Questions: Written questions are due no later than 10:00 AM ET on 26 March 2026.

• Award: The government intends to award without discussions.

• Set-Aside: 100% Small Business Set-Aside.

• Registration: Offerors must possess a valid UEI number and be registered in the System for Award Management (SAM) with an active registration.

Form / Attachment / Pricing Sheet

This document provides a price list for replacement parts that may be required due to damage caused by the Government. The damaged parts become property of the Government.

• Base Year (CLIN 0003): Lists specific part names (Fill Nozzle, Regulator, Gauge, Shutoff Valve, Coupling, Flex Hose, Tank) for which a price (including installation) is to be provided.
• Option Year 1 (CLIN 1003): Repeats the list of part names for which a price (including installation) is to be provided for the first option year.

Bidders will need to complete this price list by entering the "Part Price (Including Installation)" for each listed part for both the base year and option year 1. This information is crucial for proposal preparation and will likely be a factor in contract evaluation.

Statement of Work (SOW)

To supply bulk liquid petroleum (LP) propane gas to designated locations throughout the Fort Knox, Kentucky Installation.

• Furnish all materials, parts, labor, and equipment for LP propane gas supply.
• Provide 27 LP propane gas tanks (contractor-furnished) and maintain 2 Government-owned, buried tanks.
• Install and maintain LP propane gas tanks, regulators, lines, and all other system parts, ensuring good operating condition.
• Install or remove additional tank(s) upon Government request.
• Respond to emergency fill calls within 24 hours and normal calls within 72 hours of notification.
• Repair damaged items during performance of the work, except for damage caused by the Government.
• Credit the Government for remaining LP gas in service tanks upon contract termination.

Base period of twelve months with one (1) 12-month option period.

• Tanks must meet all federal and state regulations; they do not need to be new but must be in compliance.
• Contractor-installed equipment remains the property of the Contractor and shall be removed upon contract termination.
• Employees and subcontractors require access to Fort Knox and must comply with installation and facility security policies.
• All personnel requiring access must complete AT Level I awareness training within 30 calendar days of contract start date or incorporation of the requirement.
• Personnel must also complete local iWATCH training within 30 calendar days of contract award and 30 calendar days of new employees commencing performance.
• Building # and Facility Names for LP Gas Tanks will be provided at the time of award.
