Statement of Work (SOW) / Performance Work Statement (PWS)

To provide laundry and dry-cleaning services for government-owned items at Fort Meade, Maryland, ensuring compliance with environmental, Occupational Safety and Health Administration (OSHA), and other applicable regulations.

• Operate and manage laundry distribution and collection points for linens and Organizational Clothing and Individual Equipment (OCIE).

• Provide labor, supervision, vehicle transportation for pickup and delivery, facilities, equipment, and supplies.

• Schedule and manage operations for responsiveness, efficiency, and economy.

• Handle accountability, wash, dry, and package specified items according to manufacturer care labels and Attachment 6 (List of Items).

• Clean specialty items like OCIE (sleep systems) and military funeral uniforms.

• Repair minor damages (snags, holes, open seams, buttons) or replace items damaged during the laundering process.

• Transport and segregate cleaned items, maintaining cleanliness during transit.

• Items shall be clean, dry, and free of visible soil, lint, body chemicals, and objectionable odors. Spots and stains must be removed without damaging fabric.

• Linens shall be folded and bundled according to specific quantities (e.g., ten sheets per bundle).

• All laundered and dry-cleaned items to be completed within five (5) business days, with same-day service for military funeral uniforms.

• Claims for lost or damaged items to be resolved within ten (10) business days.

• Vehicles to be cleaned with germicidal cleaner daily.

• Contract type: Firm Fixed Price per piece with an Indefinite Delivery and Indefinite Quantity (IDIQ).

• Use bio-based laundry and dry-cleaning products where possible without compromising quality.

• Follow TG MED 314 and TRADOC Regulation 350-6 for non-vaccine recommendations and initial entry training policies.

• Contractor personnel must be appropriately dressed and distinct from government personnel.

• Compliance with Federal, State, Local, and Department of Health regulations, and CDC.

• Maintain a contractor-developed accountability system and the Post Laundry Program (PLP).

• Provide a Program Manager (PM) with at least three (3) years of specialized experience.

• Required training includes Antiterrorism (AT) Level I, iWatch, OPSEC, Threat Awareness and Reporting Program (TARP), and Combating Trafficking in Persons (CTIP).

• Contractor employees require background checks and may need a Common Access Card (CAC).

• A Quality Control Program (QCP) must be developed and submitted.

Responses should include company information, details on previous experience with similar requirements, information on commercial availability and pricing, and recommendations for structuring the contract and improving the approach/specifications.
