This pre-solicitation notice announces the U.S. Army Corps of Engineers (USACE), Omaha District's requirement for one (1) custom-fabricated shallow-water aluminum workboat and one (1) tandem-axle galvanized steel trailer for the Fort Randall Project. The purpose is to procure a vessel specifically designed for navigating the shallow-water hazards of the middle Missouri River.

• One (1) custom-fabricated shallow-water aluminum workboat.

• One (1) tandem-axle galvanized steel trailer.

• Workboat Specifications:

  • Dimensions: 24-foot LOA, 72-inch bottom width, 96-inch beam.
  • Fabrication: Heavy-gauge 0.190-inch 5086-H116 aluminum hull with a 72-inch advanced tunnel featuring a 5-sided interior octagon geometry.
  • Propulsion: 150 HP EFI four-stroke outboard engine, fully rigged with a 6-inch hydraulic jack plate and hydraulic steering.
  • Safety & Compliance: Must meet all U.S. Coast Guard (USCG) and NMMA safety standards.

• The solicitation will be conducted under FAR Part 12 (Commercial Products) and FAR Part 13 (Simplified Acquisition Procedures).

• Anticipated RFQ Issue Date: On or before June 8, 2026.

• Response Time: Offerors will have thirty (30) calendar days from the RFQ posting to submit quotes.

• Basis for Award: Best Value Tradeoff (Comparative Evaluation).

• Vessel Specifications:

  • Dimensions: 24' LOA, 72" bottom, 96" beam, 27" sides/transom, modified V-bow to flat bottom.
  • Capacity: Accommodate 6-8 occupants.
  • Materials: Primarily 0.190" (3/16") 5086-H116 Aluminum for bottom/tunnel/transom, 0.125" (1/8") 5052-H32 Aluminum for sides/console/seating, and 0.125" (1/8") 5052-H32 Aluminum Diamond Plate for floors/decks.
  • Propulsion: 150 HP EFI 4-stroke engine (Mercury/Yamaha) with a high-speed electric hydraulic jack plate (6-second full lift, 6-inch setback, 7.5" vertical travel).
  • Interior: Raised casting deck, central storage, rod locker benches, low central floor, command pod with helm controls, console seating, mid-ship crossover, and aft gunwale seating.
  • Systems: Dual AGM batteries, NMEA 2000 network, 40-gallon fuel tank, dual bilge pumps, marine-grade waterproof electronics, and required USCG safety equipment.
  • Paint: Light-colored, abrasive spray-in non-skid liner for interior walking surfaces; durable, light-colored marine-grade paint for other interior aluminum surfaces.

• Trailer Specifications:

  • Tandem axle galvanized steel trailer (5000-5500 lbs. each) with electric-over-hydraulic brakes and 15-inch wheels.
  • Leaf spring suspension, rollers and bunks, submersible LED lights, guide rails, winch/strap, jack, matching spare rim/tire, and greaseable bearing hubs.
  • Heavy-duty fenders with integrated side steps (minimum 12 inches).

• Warranty: 12 months from date of delivery.

• Delivery Date: No later than October 30th, 2026.

• Bidders must submit a primary bid based on the exact specifications provided.

• Value Engineering/Alternative Proposals: Bidders are encouraged to submit separate, secondary bids for value-engineered alternatives or comparable structural designs. These must be clearly identified and accompanied by a detailed engineering rationale.

• Delivery Charge: A separate line-item charge for delivery to the U.S. Army Corps of Engineers Maintenance Facility at Fort Randall Project, Pickstown, SD is requested.

• Award Basis: "Best Value" award, considering design and construction, warranty, past performance, price, delivery time, and items above standard options.

• Vendor must be registered with SAM.gov and have a DUNS number.

• Vendor must be authorized by the manufacturer to sell the quoted brand.

• The solicitation package includes an Unabridged Detailed Specification, this Condensed Specification Summary, and Appendix A: Visual Reference Drawings & Examples. The Detailed Specification governs in case of discrepancies.

• Photos of ongoing construction must be submitted to the contracting officer's representative.

• Payment will be made within 30 days following delivery and acceptance.
