This document is an addendum to FAR 52.212-1 Instructions to Offerors. Key changes include:

• FAR PART 52.212-1(c), PERIOD FOR ACCEPTANCE OF OFFERS: Offerors must hold prices firm until October 19, 2026.
• FAR PART 52.212-1(e), MULTIPLE OFFERS: This paragraph has been deleted.

This addendum modifies specific paragraphs of FAR 52.212-1.

• Quote Preparation: Offerors must follow all instructions to ensure timely and equitable evaluation. Failure to meet requirements may result in ineligibility for award. Exceptions to terms and conditions must be clearly identified with rationale.
• Submission Format: Quotes must be submitted electronically via email to noah.w.younger.civ@army.mil no later than the date in box 8 of SF 1449. The format should be readable by Microsoft Office (Word, Excel, PowerPoint). Non-Microsoft Office files must be in PDF format.
• Part II - Price: Must be submitted in the provided ‘Solicitation – W911RX26QA047’ attachment using PDF, detailing price in CLIN 0001.
• Organization: Quotes should use separate files and folders for rapid location of all portions. Each Part (Technical and Price) must be complete and self-contained.
• Unacceptable Media: USB flash drives, floppy disks, CDs/DVDs, and zip disks are not acceptable.
• Price Competition: The contracting officer has determined a high probability of adequate price competition. If adequate competition is confirmed, no additional cost information will be requested. However, if competition is deemed insufficient, offerors may be required to submit price reasonableness data.
• Part I – Technical Acceptability: Must be completed in the ‘Salient Characteristics Sheet’ attachment. Offerors must mark characteristics as ‘meets’, ‘exceeds’, or ‘does not meet’ and detail proposed specifications. Delivery timelines (days after contract award) and other supporting documents may be included.
• Part II - Price Quote: Must be the completed ‘Solicitation – W911RX26QA047’ attachment, detailing price in CLIN 0001. The stated price is what the government will pay. Additional pricing details may be provided in other documents but cannot substitute for the required attachment.

Solicitation / RFP / RFQ

This solicitation (W911RX26QA047) is for the procurement of one track-operated forestry mulcher, including a mulcher attachment and car, to be used on Fort Riley. The Product Service Code is 3805.

• One track-operated forestry mulcher with attachment and car.

• Delivery Date: December 31, 2026.

• Inspection and acceptance will occur at the destination (Fort Riley).

• Unique Item Identification (UII) is required for delivered items, with specific requirements for items valued at $5,000 or more, and for subassemblies, components, and parts.

• Pricing Arrangement: Firm Fixed Price.

• Contractor Completion: Bidders must fill out the "Contractor Proposed Specifications" and "Does Not Meet/Meets/Exceeds Salient Characteristics" columns.
• Government Review: The government will fill out the final "Does Not Meet/Meets/Exceeds Salient Characteristics" column.

Amendment / Modification

This addendum modifies the clause at FAR 52.212-2, Evaluation – Commercial Items, for this acquisition.

• Basis for Contract Award: Clarifies that the award will be based on price and technical capability, following FAR Parts 12 and 13 procedures.
• Evaluation Method: The Government will use the Lowest Price Technically Acceptable (LPTA) method for Best-Value determination. The award will go to the offer with the lowest price among those meeting all technical acceptability criteria.
• Evaluation Factors: The evaluation will be based on Price and Technical Capability.
• Technical Capability Evaluation: This will be assessed on an Acceptable/Unacceptable basis. Offers must be rated "Acceptable" in all elements outlined in FAR addendum 52.212-1, Section L, to be considered for award. Technical acceptability is stated to be as important as price.
• Price Evaluation: Price will not be scored but will be evaluated using proposal analysis techniques (RFO 13.203) to determine reasonableness, completeness, and balance. Unbalanced pricing will be assessed for performance risk. The government reserves the right to perform price realism analysis.
• Technical Acceptability Subfactors:
  1. Conformance with Salient Characteristics: Offerors must complete, sign, and submit the 'Salient Characteristics Sheet'. Failure to meet or exceed these characteristics disqualifies an offer.
  2. No Gray-Market Products: Only new, never-before-used products will be accepted. Quotes offering used or 'gray market' products are ineligible for award.
  3. Timeliness of Delivery Schedule: Products must be delivered within the timeframe specified in the 'Solicitation – W911RX26QA047' document. Failure to meet this timeframe makes an offer ineligible for award.

This addendum clarifies evaluation criteria and specific technical requirements. Offerors must ensure their proposals address the Salient Characteristics Sheet, use only new products, and meet the delivery schedule. The LPTA evaluation method is now explicitly stated.
