Request for Information (RFI) / Sources Sought Notice (SSN)

This RFI/SSN is issued by the U.S. Army Warrant Officer Career College, supported by MICC – Fort Eustis, to conduct market research for "Staff Ride Transportation." The objective is to identify potential vendors through the GSA schedule capable of meeting contract requirements and to refine a draft Performance Work Statement (PWS). This notice is for informational and planning purposes only and does not constitute a commitment to solicit or award a contract.

The requirement involves providing dedicated round-trip bus transportation from Fort Rucker, Alabama, to two designated staff ride locations. This service is a mandatory component of the Warrant Officer Candidate School (WOCS) Program of Instruction (POI) and supports an average of 26 WOCS classes annually.

• 1-page cover page

• Up to 2-page capability statement

• Up to 4 pages of PWS feedback

• Up to 2 pages of additional information (no marketing materials)

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide safe, reliable, and properly equipped bus transportation for U.S. Army Warrant Officer Career College (USAWOCC) personnel to and from designated staff ride locations.

• Provide bus transportation services for the Warrant Officer Candidate School (WOCS) and the Warrant Officer Senior Course (WOSC).

• Services include providing passenger buses with certified drivers for round trips from Fort Rucker, AL to specified historical sites.

• For WOCS: Two 55-passenger buses are needed for approximately 100 candidates and cadre per class for a 300-mile round trip to Daviston, AL.

• For WOSC: Two 36-passenger buses are needed for approximately 65 students and cadre per class for a round trip to Columbus, GA.

• Contractor shall provide all personnel and equipment necessary for transportation services.

• Performance will be monitored in accordance with the Performance Requirements Summary (PRS) in Technical Exhibit A.

• Key performance objectives include providing the correct number of buses with certified drivers, ensuring buses have specified amenities (reclining seats, A/C, etc.), rescheduling cancelled trips within 7 days' notice, and adhering to itineraries.

• Acceptable Quality Levels (AQLs) are generally 95-100% compliance, with zero deviation from standard for bus provision.

• Primary pick-up and drop-off location: Fort Rucker, AL, building 5909.

• Destinations include Horseshoe Bend, Daviston, Alabama (for WOCS) and Columbus, Georgia (for WOSC).

• Contractor support hours are Monday through Friday, 0600-1800, to ensure coordination.

• Contractor shall develop and maintain a Quality Control Plan (QCP).

• Drivers must be certified licensed bus drivers.

• Buses must have reclining seats, air conditioning, heat, a working DVD player with monitors, and a working latrine.

• Contractor shall provide background checks for personnel.

• Contractor personnel require installation access and must obtain vehicle registration passes, driver's licenses, and proof of insurance. They must also provide a roster of employee names.

• Contractor shall issue identification badges to all employees.

• Service Contract Reporting (SCR) is required via www.sam.gov, reporting labor hours and invoiced amounts.
