This solicitation is a Request for Proposal (RFP) to acquire nonpersonal bus transportation services for the U.S. Army Warrant Officer Career College (USAWOCC) at Fort Rucker, AL. The services are needed to meet curriculum requirements for the Warrant Officer Candidate School (WOCS) and the Warrant Officer Course (WOSC).

• Bus transportation services for Warrant Officer Candidate School (WOCS) and Warrant Officer Education System (WOES).

• Specific requirements include:

  • Type 1 (36-passenger) and Type 2 (55-passenger) buses.
  • Minimum seating capacity of 36 (Type 1) and 55 (Type 2) passengers.
  • All passenger seats must be of the reclining variety.
  • Integrated and functioning Air Conditioning and Heating systems.
  • Functioning onboard latrine (sanitary facility).
  • Functioning DVD player with working monitors for passenger viewing.

• Offerors must provide manufacturer specification sheets, brochures, or a detailed narrative confirming these features.

• Offerors must also provide a brief narrative or Fleet Roster (not exceeding 2 pages) demonstrating capability, including identified assets (owned, leased, or subcontracted) for two buses per trip simultaneously. Letters of Intent or agreements are required if using subcontractors or leased vehicles.

• The contract will be a Firm Fixed Price arrangement.

• The solicitation includes base year and six option years.

• The period of performance for the base year is from June 22, 2026, to March 21, 2027 (9 months).

• Option years extend for 12 months each, with the final option year ending March 21, 2033.

• Proposal Submission Deadline: May 29, 2026, at 12:00 PM local time.

• Submission Method: Electronic submission via email only. Facsimile or paper submissions will not be accepted.

• Email Subject Line: Must include solicitation number and company name.

• Email Size Limit: 20 megabytes per email. Attachments should not contain periods in their titles.

• Questions Deadline: May 22, 2026, by 10:00 EDT.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA) basis.

• Proposal Structure: Proposals must be submitted in three volumes: Volume I (General), Volume II (Technical Capability), and Volume III (Price Proposal).

• This procurement is a 100% Small Business set-aside.

• All FAR and DFARS clauses are incorporated by reference, with specific deviations noted.

• Offerors are responsible for ensuring their proposals are compliant with all instructions, including page limits and formatting requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide safe, reliable, and properly equipped bus transportation for U.S. Army Warrant Officer Career College (USAWOCC) personnel to and from designated staff ride locations.

• Provide personnel, equipment, supplies, and supervision for bus transportation services.

• Services include providing passenger buses with certified drivers for round trips from Fort Rucker, AL to specified historical sites.

• Specific requirements for Warrant Officer Candidate School (WOCS) and Warrant Officer Senior Course (WOSC) are detailed, including the number and type of buses needed for each.

• A Quality Control Plan (QCP) must be developed and maintained by the Contractor.

• The Government will monitor performance based on the Performance Requirements Summary (PRS) in Technical Exhibit A.

• Performance objectives include staffing and buses, adherence to itineraries, rescheduling of cancelled trips, and provision of buses with specified amenities.

• Acceptable Quality Levels (AQLs) are defined for each performance objective, with consequences for failing to meet satisfactory levels.

• Primary pick-up and drop-off location: Fort Rucker, AL, building 5909.

• Destinations include Horseshoe Bend, Daviston, Alabama (for WOCS) and Legacy Way, Columbus, Georgia (for WOSC).

• Hours of operation will be dictated by itineraries and schedules.

• Contractor support hours are Monday through Friday, 0600 to 1800.

• Firm-Fixed contract type is intended.

• Contractor personnel require installation access and must comply with security requirements, including obtaining visitor passes and wearing identification badges.

• Drivers must be certified and licensed.

• Buses must be equipped with reclining seats, air conditioning, heat, a working DVD player with monitors, and a working latrine.

• Contractor shall provide background checks for personnel.

• A Monthly Status Report summarizing staff ride trips is required.

• Contractor shall adhere to all applicable regulations and policies, including AR 385-10, The Army Safety Program.
