  • Technical: Assessed via a confidence rating (High, Some, Low) based on the technical statement's alignment with the Statement of Work.
  • Past Experience: Assessed via a confidence rating (High, Some, Low, Neutral) based on demonstrated ability to complete similar requirements.
  • Total Price: Evaluated for reasonableness.

• References: Two current (within last three years) references for trash collection services with at least weekly pick-up at two or more locations are required.

• Total Small Business Set-aside.

• Offerors must be deemed responsible prospective contractors per FAR 9.1.

• Utilize the attached bid schedule for quoting.

• Incomplete packages may be considered nonresponsive.

• Base Period (9/8/2026 - 9/7/2027): Includes trash collection for Fortuna Pond Recreation Area and Redondo Pond Recreation Area, with one bin each, serviced once weekly on Friday (52 hauls per year). An option for additional pick-up is also listed.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide trash collection services at the Fortuna Pond and Redondo Pond Recreation sites in Yuma County, Arizona.

• Furnish all labor, material, supplies, and equipment, including two six (6) cubic yard trash containers per site.

• Containers must have hinged lids, be painted annually, and maintained in proper working condition.

• Trash collection will occur once per week on Fridays.

• Contractor is responsible for cleaning up any spillage caused by their operations.

• Disposal of trash must be at approved sanitary landfills.

• Contractor must participate in the single stream recycling process.

• Contractor must pick up bagged refuse stacked alongside trash bins when bins are full.

• Unscheduled trash collection is required within 24-hours' notice at the unit price if needed due to heavier use.

• The performance period is one year from the date of award, with four 1-year Option Periods.

• Locations: Fortuna Pond and Redondo Pond Recreation sites, Yuma County, Arizona.

• Only authorized BLM personnel can make on-call services.

• Services must be in accordance with applicable local, state, or federal regulations.

• The Government reserves the right to inspect services and may require reperformance or price reduction for non-conforming services. The Contractor will be given two calendar days to correct any non-compliance issues identified during site inspections.
