W912DR1B0003: FOSTER JOSEPH SAYERS DAM-HOWARD LEVEE CONDUIT REMEDIATION
1.) Project Description: Sayers Dam is located approximately 20 minutes by vehicle from Lock Haven, Pennsylvania. The Howard Levee system is located approximately four miles upstream from the main dam embankment. All construction will be on the levee embankment. The purpose of this contract is to slip line the two deteriorated 48-inch diameter corrugated metal pipes that provide interior drainage for the Borough of Howard. The grouted 42-inch outside diameter HDPE liner system requires design by a professional engineer and is to be installed per the liner manufacturer's specifications. Work includes terminations of the slip lining at the intake structures, control manholes, and outlet structures. To comply with the reservoir drawdown, it will be necessary to complete the exterior slip lining for Drainage Structure A between approximately 1 March and 1 April when the reservoir is at approximately Elevation 610.0. Construction of the exterior slip lining for Drainage Structure B can be completed after the initial winter drawdown to elevation 625 feet beginning approximately 1 December and 1 April of each year. Drainage Structure A is approximately 340 linear feet and Drainage Structure B is approximately 270 linear feet.
2. The, North Industry Classification System (NAICS) for this requirement is 237990 (Other Heavy and Civil Engineering Construction) with a magnitude of construction between $500,000.00 AND $1,000,000.00.
3. The solicitation will be provided in an electronic format, free of charge on or about 15 October 2018, to all authenticated account holders registered with the Federal Business Opportunities (FBO) System. Please note that all U.S. Army Corps of Engineers acquisitions are considered sensitive, but unclassified documents and require users to have valid MPIN entered in the FBO systems to access package.
4. The Government will issue this solicitation via FBO only. This solicitation will not be issued in paper. No phone or fax request for copy of solicitation will be accepted.
