Purpose & Scope
This RFI aims to acquire a comprehensive AFE capability that will modernize NGA's geospatial intelligence production. The contractor will be responsible for the full lifecycle, including design, development, integration, deployment, and sustainment of the AFE solution. This capability will automate feature extraction from various sources, such as imagery and raster maps, and integrate with NGA systems supporting maritime, aeronautical, topographic, geographic, and geomatics mission domains. Key areas of interest include Object Detection, Geometry Extraction, and Attribution for features like buildings, transportation infrastructure, utilities, and aeronautical infrastructure.
Key Objectives & Requirements
NGA has outlined five high-level objectives for the AFE capability:
- Develop and Deploy a high-performing AFE solution.
- Ensure High-Quality Data and enable analyst-in-the-loop validation, targeting 90% threshold accuracy and 99% objective accuracy for extracted features.
- Implement Automated Change Detection to maintain data currency.
- Achieve Seamless Integration with NGA's GEOINT Ecosystem, including the Vector & Cartographic Production System (VCPS) and Foundation Digital Twin (FDT), utilizing APIs and standardized formats.
- Meet and Maintain Performance and Security Standards, such as processing a 1GB source file in under 10 minutes, achieving 99.9% availability, and complying with TS/SCI clearance requirements and DNI ICD 503.
The solution must support multiple source file formats, process data individually or in large batches, preserve original data geometry and metadata, and provide an intuitive interface for analysts. Familiarity with NGA's Data Strategy and Software Way is expected.
