Submission & Evaluation
Quotes must be submitted via email to Ms. Maryanne Peck (maryanne.e.peck.civ@army.mil) and Mr. Brandon Donalson (brandon.m.donalson.civ@army.mil) by the deadline. Evaluation will be based on Technically Approved, SPRS, and Lowest Price. Technical subfactors, including technical drawings, vehicle configuration, firefighting body, loading plan, weight balance, energy balance, warning light package, certification, EU certificate, and maintenance facility information, will be evaluated as acceptable or unacceptable. Offerors must be registered in the System for Award Management (SAM). Questions must be submitted no later than 7 days prior to the solicitation close date.
Special Considerations
For line items covered by the WTO GPA, offers of U.S.-made or designated country end products will be evaluated without Buy American statute restrictions. Foreign entities may need to complete IRS Form W-14 (Attachment 3) to claim exemptions from certain U.S. federal procurement taxes.
