The Department of the Air Force, Air Force Materiel Command (AFNWC/NIMT) is conducting a Sources Sought / Request for Information (RFI) Round #3 for the Fourth Gen Rocket Motor Semitrailer (RMS4) program. This RFI seeks to identify potential contractors capable of providing a form, fit, and function replacement for the existing RMS, which supports the Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) fleet. The Air Force aims to develop a new design, Technical Data Package (TDP), and increase the RMS fleet, with an anticipated procurement of 16 RMS4 units. Responses are due by March 24, 2026.

Purpose and Scope

This RFI is for market research purposes only to identify responsible sources and determine if the effort can be competitive and/or a total Small Business Set-Aside. The current RMS fleet faces obsolescence, parts scarcity, and requires significant engineering updates. The new RMS4 will transport MMIII Stage 1, 2, and 3 solid boosters, providing shock/vibration limitation and temperature control via an on-board diesel generator and HVAC unit.

Information Sought

The Air Force is specifically requesting detailed information on:

  • Sub-contractor Management Plan: Procedures for requirement compliance, performance management (metrics for cost, schedule, technical), oversight of specialized work (e.g., welding), and integration to ensure uniform comprehension of technical requirements and configuration management.
  • Government Oversight Clause: If planning to sub-contract more than 20% of the work, the company's position on including a Statement of Work (SOW) clause granting the government full rights to communicate with, audit, visit, and approve sub-contractor events.

Eligibility & Access

Access to the RMS4 Statement of Work and System Requirement Document (SRD) is limited to contractors with a DD 2345 certification from the Defense Logistics Information Service, Joint Certification Program.
