This document is a combined synopsis/solicitation from the Bureau of Land Management (BLM), Arcata Field Office (CASO), for pumping services. • The quote shall consist of a completed Standard Form 18, completed Bid Schedule, and a detailed work plan and schedule.

• Evaluation criteria include meeting specifications, technical aptitude of the PWS, capability statement/history of performance, required licenses, and client references.

• Not specified as a small business set-aside in the initial RFQ document.

• Offerors must be registered in SAM.gov.

• Subcontractor information must be provided by the prime contractor.

• The solicitation document and incorporated provisions and clauses are current through Federal Acquisition Circular 2025-06.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this work is to efficiently maintain sanitary vault toilets by pumping sewage for the Bureau of Land Management (BLM) at the King Range National Conservation Area (KRNCA) and Arcata Field Office (ARFO) managed lands.

• Provide sewage pumping services for a total of 24 vault toilets (10 in KRNCA, 14 in ARFO) on an on-call basis.

• Services include pumping vaults dry, removing trash found within vaults, and cleaning up any spills or contamination.

• The contractor is responsible for the removal, transport, and proper disposal of sewage and trash at a licensed or permitted sewage disposal facility.

• BLM estimates approximately 22 calls per year.

• Each trip, the contractor will pump up to 2,500 gallons of sewage.

• Basic service must be completed within ten (10) days of BLM request.

• Emergency service must be completed within three (3) days of BLM request.

• Zero sewage disposed outside of licensed or permitted sewage disposal facility.

• No more than 1 unsatisfactory inspection result per week for tasks 1-4.

• Consequences for unsatisfactory inspections include written notification, and potential invoice deductions (5% for 2 unsatisfactory, 10% for 3 unsatisfactory).

• Period of Performance: March 2026 - March 2031 (1 Base Year + 4 Option Years).

• Locations include multiple campgrounds and day-use sites within KRNCA and ARFO, with specific addresses and coordinates provided.

• Contractor shall furnish all labor, transportation, materials, equipment, and supervision.

• Work is expected to be performed during regular working hours (8:00 am - 4:30 pm, Monday-Friday), excluding government holidays. Work outside these hours requires prior approval.

• Communication response times are specified, with time not starting until the next business day under certain conditions.

• Contractor employees shall be instructed in utilities conservation practices.

• Proof of proper sewage disposal may be required and must be maintained for a minimum of three (3) years.

Wage Determination

This document is a Wage Determination (No. 2015-5673, Revision No. 25) issued by the U.S. Department of Labor, Wage and Hour Division, for the State of California, specifically for the area encompassing Del Norte, Humboldt, Lake, and Mendocino Counties. It outlines the minimum wage rates and fringe benefits required for various occupations under the Service Contract Act.
