Statement of Need (S.O.N.)

To define the scope of work for the rental of portable latrine units for the "250th Anniversary" Fireworks Show event at Columbus AFB.

• Provide all labor, materials, equipment, management, supervision, coordination, and transportation for the rental and servicing of portable latrines.

• Units required include:

  • 100 standard polyethylene non-flushing latrine units with holding tanks, separate urinals, and bathroom tissue dispensers.
  • 12 handicapped accessible, ground-level, non-flushing latrine units with holding tanks and bathroom tissue dispensers.
  • 16 hand-washing stations (foot-pedal operated, serving two people simultaneously).
  • 1 VIP trailer (flushing toilet, foot-pedal sink, mirror, light, dispensers, generator, holding tanks).
  • 16 hand-sanitizing stations (free-standing, touch-free, serving four people simultaneously).

• Daily servicing of units is required, including resupply of bathroom tissue, towels, soap, and emptying/refilling waste and water tanks.

• Event Dates: Friday, July 3, 2026, through Sunday, July 5, 2026.

• Event Time: July 4, 2026, between 1700 (5:00 PM) and 2200 (10:00 PM).

• Unit Placement Availability: Beginning 0800 AM on Friday, July 3, 2026.

• Unit Removal Deadline: Prior to 2359 PM on Sunday, July 5, 2026.

• Staging Area Availability: Designated area available from 0800 AM on Monday, June 29, 2026. Units must be cleared from staging area by 1600 PM on Monday, July 6, 2026.

• Location: Columbus AFB, Mississippi. Specific placement at the discretion of the COR.

• Units must be 100% material complete, including cleaning and sanitary supplies, before work begins.

• No more than half of standard latrine units (or 10 units, whichever is less) may be inoperative for waste tank service at any time.

• Units must be functional in expected weather and resistant to tipping due to high winds.

• Daily clean-up of debris and rubbish is required.

• Safety requirements per EM 385-1-1 and OSHA regulations.

• Contractor responsible for temporary utility connections.

• Unit Removal Deadline: Prior to 2359 (11:59 PM) on Sunday, July 5, 2026.

• Staging Area (if needed): Available until 1600 (4:00 PM) on Monday, July 6, 2026.

• Location: Columbus AFB, Mississippi. Specific unit locations to be provided by the COR no later than 72 hours before placement.

• Service Schedule: Minimum service includes resupply of bathroom tissue, towels, and soap, and emptying waste & water tanks. Specific servicing schedule for Saturday, July 4th, from 1930 HOURS is detailed.

• Inoperability Limit: For standard latrine units, no more than half of the units may be inoperative for waste tank service at any time, or no more than 10 units, whichever is less.

• Environmental Resilience: Units must be functional in airfield environments and resistant to tipping due to high winds.

• Clean-up: All debris and rubbish not specified to become government property must be disposed of by the contractor off-site in compliance with regulations. Daily site clean-up is required.

• Safety: Compliance with EM 385-1-1 and OSHA regulations is mandatory.

• Site Conditions: Contractor acknowledges satisfaction with site conditions and is responsible for returning any damaged landscaping or facilities to their original condition at no additional cost.

• Utility Services: Contractor is responsible for temporary utility connections; government is not liable for interruptions.

• Written Permission: Required from the Contracting Officer (CO) or Contracting Officer's Representative (COR) for any deviation from the approved schedule.
