Scope of Work
DoWEA requires a commercially available, off-the-shelf (COTS) enterprise license for FOIA management software. Key capabilities include:
- Subscription Licenses: For enterprise FOIA management software, including upgrades and customizations.
- Case Management: Features for distinguishing privileged access, automatic tracking numbers, email integration, document maintenance, fee tracking, statistics compilation, and Federal retention policy support.
- Automated Workflow: From request initiation to final disposition.
- Data Handling: Support for various file formats (PDF, Word, Excel, PPT) and electronic record storage.
- Redaction: Document redaction capabilities within the system, including Artificial Intelligence (AI) redaction for sensitive information.
- Reporting: On request types, numbers, and custom report generation.
- Electronic Data Review (EDR): Capabilities such as email deduplication, content ranking, role-based permissions, advanced keyword search, and audit logs.
- Public Access Link (PAL): Features including connection to the National FOIA Portal, public website configuration, and a secure requestor portal.
- Data Migration: Of existing FOIAXpress data.
- Cloud Service and Support: Rapid deployment, installation, configuration, project management, technical architecture, system setup, engineering, security, and 24/7/365 maintenance.
- Compliance: With Federal Risk and Authorization Management Program (FedRAMP) Level 2 requirements, with potential waivers.
