Scope of Work

- Improvements to Space Domain Awareness (SDA) to enhance knowledge of space objects, status, activities, threats, and environment (e.g., low-cost ground/space-based SDA, space-weather sensors).
- Innovative abilities for defensive and offensive counterspace to protect friendly space-related capabilities (e.g., capability gap studies, cyber capabilities, satellite servicing).
- Efficiencies that promote Battle Management Command Control and Communications (BMC3) (e.g., space data analytic tools, AI/automation for space operations).
- Methods for advancing exercises, tests, and training environments (e.g., ride share opportunities, multi-domain solutions).

Submission & Evaluation
This is a two-step process:
- Concept Paper Submission: Offerors submit concept papers (max 10 pages, excluding title/ROM pages) to the Contracting Officer or Security POC. These papers should identify focused capabilities and current TRL.
- Formal Proposal Invitation: Offerors whose concept papers are of interest may be invited to submit a formal proposal, which will be prepared and evaluated in accordance with FAR 15.
Concept papers will be evaluated based on: relevance to space/cyber technologies, technical merit (feasible, innovative, transition path), affordability (Rough Order of Magnitude - ROM), schedule achievability, and intellectual property restrictions. Feedback on concept papers is expected within 90 calendar days.
Important Notes:
- The Government will not pay for concept paper or proposal preparation costs.
- Non-Government advisors (FFRDC, SE&I, SETA contractors) may assist in evaluations.
- Offerors must disclose any potential Organizational Conflicts of Interest (OCI).
