Submission & Evaluation

This is a two-step process:

  2. Formal Proposal Invitation: Offerors whose concept papers are of interest may be invited to submit a formal proposal, which will be prepared and evaluated in accordance with FAR 15.

Concept papers will be evaluated based on: relevance to space/cyber technologies, technical merit (feasible, innovative, transition path), affordability (Rough Order of Magnitude - ROM), schedule achievability, and intellectual property restrictions. Feedback on concept papers is expected within 90 calendar days.
