This Sources Sought notice is issued by MICC Ft. Rucker, AL, to conduct market research for the procurement of Fort Rucker Fire & Emergency Services (FRFD) Structural Fire Trainer Maintenance. The government intends to procure these services on a competitive basis.

Based on responses, this requirement may be set-aside for Small Businesses (in full or in part) or procured through Full and Open Competition. All Small Business Set-Aside categories will be considered.

This notice is for informational purposes only and is NOT a Request for Proposal (RFP). It does not constitute a solicitation, nor is it a commitment by the Government. Responses are not offers, and the Government is under no obligation to award a contract. No funds are available to pay for response preparation. Responding is voluntary and does not preclude future participation. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry (GPE).

Fort Rucker Fire & Emergency Services require Live Fire training on an annual basis to ensure the training building remains in working status and personnel stay compliant with AR 420-5 and DODI 6055.05.

• Period of Performance: Base Year (1 July 2026 – 30 June 2027), Option Year I (1 July 2027 – 30 June 2028), Option Year II (1 July 2028 – 30 June 2029).
• Contract Type: Anticipated to be Firm Fixed Price.
• Labor: May involve labor categories subject to the Service Contract Act or a collective bargaining agreement.

Contractors shall provide FRFD Structural Fire Trainer Maintenance. Further details are in the draft Performance Work Statement (PWS) (Attachment 1). All listed certifications are required.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide preventative and corrective maintenance services for the Fire Department's live fire structural trainer at Fort Rucker, AL.

• Perform up to two (2) preventative maintenance visits per year.

• Provide unplanned corrective maintenance services.

• Work to be performed by a factory-certified technician.

• Includes troubleshooting, repair, and replacement of parts as needed.

• Does not include system upgrades for obsolete or unsupported hardware/software.

• Ensure the structural trainer is functional to complete training as outlined in DODI 6055.05.

• Achieve 100% operability of the structural trainer with zero deficiencies.

• Maintenance issues reported and corrected.

• Filters checked when service is completed.

• Structural trainer operational to meet training standard.

• Brief staff on issues found during maintenance service and provide written statements on corrections.

• Invoice and ship parts in a timely manner to sustain operational status.

• Place of Performance: Fire Department Structural Fire Trainer on 36th Street, Fort Rucker, AL 36362.

• Contractor Support Hours: Monday through Friday, 0730 to 1530.

• Contractor must provide all preventative maintenance parts and lubrication requirements.

• Contractor must provide their own transportation.

• Contractor personnel must adhere to facility security policies and restrictions.

• Contractor must follow NFPA and manufacturer safety guidelines.

• Contractor shall provide a service report, on-call phone support, and remote access support.

• Contractor shall offer discounted parts from KFT.

• Contractor must identify employees and use appropriate markings to avoid impression of being government officials.

• Contractor must provide a Work Plan within 14 days of award.

• Contractor must report labor hours via the System for Award Management (SAM) Service Contract Report (SCR).
